UNICEF Vientiane, Lao PDR is seeking to recruit a TA position (P-2) Human Resources Officer to support the heavy workload on human resource team in UNICEF Lao PDR for new CPD process, the upcoming HR exercise and PBR submission scheduled during the first half of 2016. The incumbent must have experience in UNICEF HR processes, rules and regulations to provide adequate and quality HR services to the Lao PDR office during and after the HR exercise.

Under the supervision of the Operations Manager, the HR Officer will manage human resources activities assist in the personnel management of all categories of staff in a medium-size country office. The position will report directly to the Operations Manager in Vientiane and will receive specific technical support from the Human Resources Officer (NO-A) and Human Resources Assistant (GS-5).

MAJOR DUTIES AND RESPONSIBILITIES:

  • As part of the PBR submission and HR exercise, contributes to the budget preparation and reviews the process through an analysis of staffing patterns and needs of the office, makes recommendations regarding the organizational structure of the office, and the effective planning of human resources.

  • Ensures job descriptions for all posts are up-to-date, properly recorded and duly classified. Provides guidance and support in the preparation of job descriptions for all categories of staff (professional and general service).

  • Participates in the identification of training needs, preparation of training proposals, arrangements for implementation and evaluation of impact on staff/office performance.

  • Determines and implements entitlements for international and local staff in accordance with UN/UNICEF rules, regulations, instructions and directives, (e.g., home leave, education grant, dependency allowance, language allowance).

  • Carries out the recruitment process of national professional officers, general service, and temporary staff, according to UN/UNICEF rules, regulations, procedures and policies. Reviews the appropriateness of job descriptions, arranges internal and/or external advertisement(s) and, in consultation with supervisor, undertakes the short-listing of candidates for SAP/APC reviews and conducts preliminary interviews.

  • Provides briefings and orientation to newly-arrived staff on personnel procedures and requirements, and international staff on their personal entitlements in the country. Ensures the processing of these entitlements.

  • Reviews policy changes from Headquarters, and briefs the Operations Manager on the feasibility and appropriateness to local conditions. Implements decisions and establishes control mechanisms.

  • With the support of the HR Officer (NO-A), follows up on all local staff contractual status and ensures appropriate and timely actions for the renewal of contracts, promotions, within-grade increments, and performance evaluations.

  • Advises and informs all staff on the correct application and interpretation of UN/UNICEF personnel rules, regulations, procedures and policies. Provides on-going counselling to all categories of staff in the office.

  • Supports the country office in human resources management. Monitor potential staff relations or personnel problem areas. Keeps the operations manager informed of situations and recommends courses of action.

QUALIFICATIONS, SKILLS AND ATTRIBUTES required to perform the duties of the post:

Advanced University Degree in Business Administration, with specialization in HR or Personnel Management.

  1. Work Experience

    Three years of professional work experience in the field of HR or personnel

    administration. Work experience as an international staff is desirable.

    c)Language Proficiency

    Excellent oral and written communication skills in English.
