The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR, is looking for an International Consultant on Social and Behaviour Change Communication (SBCC) for Nutrition, for up to 120 working days between February and December 2016.
Duties and responsibilities:
The consultant will provide strategic, technical and creative advice to the Office of the NNC Secretariat and the Center for Information and Education for Health and work in close consultation with the UNICEF, EU and WB for the following tasks:
Design a participatory process for the multisectoral Nutrition SBCC Strategic Action Plan (SAP) development and support the preparation of background documents for consultations organized by the Government as part of the development process.
As part of the SBCC SAP development process prepare and facilitate a capacity-building workshop on essentials of multi-sectoral SBCC involving health, WASH, agriculture, education and other relevant sectors.
Propose a common framework for desk reviews for priority clusters of nutrition-related behaviors. Compile and carry out a desk review of existing studies, analysis, and BCC tools and materials for priority clusters of behaviors: Infant and Young Child Feeding (IYCF), Maternal Nutrition, WASH, environmental pollution). Prepare a detailed report with the list of resources (bibliography) and a brief synthesis paper summarizing the findings of the analysis and identifying key knowledge gaps
Based on the analysis and consultations with key stakeholders, draft a multi-sectoral SBCC Framework and develop a more detailed Nutrition SAP on IYCF, Maternal Nutrition and WASH related behaviours.
Based on the identified knowledge gaps assist the office of the NNC secretariat to develop the formative research agenda in the area of SBCC ‘health to nutrition’ pathways.
Develop ToR for creative agency and development of creative brief for SBCC materials development through a workshop with key stakeholders. Support NNC in the guidance of the creative firm hired by UNICEF.
Review proposed adaptation (rebranding/repositioning) of existing tools and provide technical support in the development process.
Development of the advocacy & administrative mobilization activities, messages and communication tools to support the dissemination of the updated NNS/NPAN 2016-2020 at the national, provincial, district and village levels.
Prepare an advocacy and administrative mobilization plan (engagement of champions/Lao celebrities, events, provincial events) with accompanying messages and communication tools (including briefs and infographics) for the dissemination of the updated NNS/NPAN 2016-2020 at the national, provincial, district and village levels.
Support the implementation of the advocacy and administration mobilization activities.
Develop a detailed concept and script for a short video clip (~5min) to support advocacy and administrative mobilization of the Ministries, NA, Mass Organizations and sub-national administration. Provide technical guidance in the process of video clip development Develop ToR for production agency. Provide technical guidance and quality assurance during the video clip development process.
Qualifications and experience:
Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research
Minimum eight years of progressively responsible professional work experience in the development, planning and management of social development programmes, including several years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.
Fluency in English; working knowledge of another UN language desirable
