Senior Emergency Response Team Leader

Location and working conditions: Cox's Bazar - Bangladesh
Start date of post: As soon as possible
Deadline: 6 to 8 weeks more if funding available

Conditions :

Swiss salaried contract 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Tdh is looking for highly qualified service provider to conduct an assessment and design an emergency response strategy based on the emerging refugee influx from Myanmar into Bangladesh. The subsequent strategy and report should incorporate the objective of providing Tdh and stakeholders with high-quality analysis in order to inform programmes and initiatives targeting refugee and host populations.

The objective is to outline Tdh’s basic response to the newly existent and upcoming, likely and severe, shocks in the region. The response should balance the foreseen needs for humanitarian action with Tdh’s resources and capacities at the local and global levels. Starting from the outlined response, an assessment should facilitate a gap analysis and formulate a prepared response plan.

Main responsibilities:

The Senior Emergency Response Team Leader will have responsibilty for designing the strategic plan in direct collaboration with the mission personnel and interface directly with the Country Representative (Director), as appropriate for emergency programme strategy, reporting and administration. (S)he will have direct access to confidential information, such as the general strategy of Tdh in Bangladesh, including programming objectives in the field, financial details, and security guidelines.
The context presents inherent risks. A professional sense of security, confidentiality, and proper representation is paramount.

Function details :

Line Management

  • Leads and coordinates all Emergency Response Resources in the operational zone (i.e. Cox’s Bazar).
  • Receives updates and makes evidence-based recommendations to the Country Representative (Director), Administrative and Logistics’ Officers concerning programme, security and administrative issues.

Emergency response: Child Protection/Camp Coordination/Shelter/WaSH/Health/Nutrition/etc.

  • Acts as the main motor and facilitator for need-based programme activities; ensures proper office functioning for the achievement of support roles and tasks while respecting budget and timeline parameters; a service-oriented support outlook will be maintained by support staff members.
  • Follows and ensures respect of programme action plans; facilitates exchange and troubleshooting;
  • Leades and activitely contributes to proposal drafting; review and edit final versions.
  • Facilitates coordination among key staff members of Programmes, Administration and Logistic teams
  • Organises internal coordination meetings and workshops for cross-departmental issues and planning purposes
  • Organises, maintains, and supports a ‘back up’ system for key Tdh staff for coverage during work absences.Networks with other NGOs and entities in the interest of information sharing and best practices

Fact-finding, needs assessment, monitoring and Evaluation

  • Lead the design and implementation of sound fact-finding and assessment endeavors
  • Set-up a monitoring and evaluation system to measure programme results and make recommendations for future programme directions.
  • In collaboration with the Emergency team members, ensure daily monitoring of activities.
  • In coordination with the Country Representative, monitor and evaluate monthly programme progress and make recommendations.

General Administration and Logistics

  • Maintains signatory schedule for purchase and payment authorisations.
  • In collaboration with the Administration Officer and Country Representative (Director), reviews monthly budget vs. actual reports in order to orient future budgetary expenditures and allocations.
  • Respects transparent management procedures as defined in the Tdh Staff Regulations and in respect of the salary scale

Human resources management

  • Foster talents and encourage and empower national staff.
  • Raises any questions to the Country Representative (Director) and/or the Administration Officer regarding Tdh compliance with basic requirements of the local law in respect to employment conditions and related matters.
  • Leads and manages programming staff, encouraging effective team work and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches.
  • Draft JDs and assure sound staff resource planning: job descriptions, recruitment, induction and training for all staff as appropriate.

Security

  • Respect Terre des hommes security procedures in Banglasdesh and verifies with CR regarding adherence.
  • Insures, in coordination with the Logistician and with the support of the Country Representative (Director), that Tdh inpats and expats are aware of Tdh security procedures and follow them.
  • Gives primary indications for security matters based on a variety of other sources (Inter-agency coordination, INGOs, staff, beneficiaries) and share relevant information with the rest of the team.
  • Leads the design and update of 1. Security plan documents, 2. Reporting of staff lists for UN evacuation plan, and 3. Existence and correct update of emergency kits.

Representation

  • Make recommendations to the Country Representative (Director) regarding security issues, including enacting hibernation and/or evacuation plans
  • Ensures overall Tdh coordination with the UN agencies and government in the operational Zone and operational representation where relevant, including the sharing of information and reporting.
  • In coordination with the Country Representative (Director), guarantees that all formalities required by the government are prepared properly, kept up to date, and presented punctually.
  • Attends or delegates attendance to appropriate external humanitarian meetings, both general and sector, in order to ensure Tdh’s aims and activities are shared with humanitarian partners.
  • Acts as the local Tdh focal point for monitoring visits and local queries posed by donors

Reporting/Concept Paper drafting and Proposal writing

  • Produces a monthly report per format in Banglasdesh and submit to the Country Representative (Director).
  • Using field perspective, integrates context assessment into reporting and communications; identify geopolitical trends and indicators which may impact programme activities
  • Coordinates, prepares and elaborates institutional donor reports for submission to the Country Representative (Director).
  • Ensure timely submission of monthly Situation Reports by programme managers

Child Safeguarding Policy

  • To commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
  • To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Bangladesh
  • To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
