Civic Engagement and Capacity Development Specialist
Effective with the release of this position announcement, Winrock International is recruiting local applicants for the position of Civic Engagement and Capacity Development Specialist for the upcoming program to Build the Capacity of Civil Society to Combat Child Labor and Forced Labor and Improve Working Conditions. The proposed objective is to improve the capacity of civil society to better understand and address child labor and forced labor and promote acceptable conditions of work in the Bangladesh fisheries industry.
The responsibilities, duties, and qualifications are described in the attached position description. The position is based in Cox’s Bazar, Bangladesh and is contingent upon receipt of donor funding.

POSITION DESCRIPTION
POSITION TITLE: Civic Engagement and Capacity Development Specialist
LOCATION: Cox’s Bazar, Bangladesh

REPORTS TO: Project Director
**Position Summary:
**
The Civic Engagement and Capacity Development Specialist will be responsible for providing technical and operational leadership to local civil society organizations (CSOs) for a high-quality, results-oriented program focused on reducing child labor and forced labor in the Bangladesh fisheries industry. The Civil Society Capacity Strengthening program’s aim is to increase the capacity of civil society to better understand and address child labor and forced labor and promote acceptable conditions of work. The position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
The Civic Engagement and Capacity Development Specialist is responsible for building the technical capacity of local Bangladeshi CSOs. Working closely with other program staff and in partnership with key stakeholders, s/he will lead the design and implementation of training and relevant capacity development initiatives that increase the effectiveness of CSOs in establishing a solid information base for advocacy and results-based engagement to address child and forced labor in the fisheries industry. The Specialist will also support CSO partners to identify and organizational development priorities and implement plans to address them. Specific responsibilities include:
Work with other staff to select partner CSOs.
Facilitate coordination and networking among CSOs to consolidate and disseminate information on the nature and scope of child labor and forced labor; and maximize the reach and impact of their advocacy.
Working with CSO partners, coordinate development and implementation of capacity assessment and capacity development tools and plans.
Design and implement training and other capacity development initiatives for CSOs and CSO networks to increase their capacity to: generate and package research and information; utilize advocacy tools that will lead to solutions to child labor in the fisheries industry; and respond to child labor and forced labor cases.
Support CSO partners to identify and respond to their organizational capacity development needs.
Contribute to the development of tools and indicators for monitoring and evaluation of CSO capacity to engage effectively on child labor and forced labor.
Provide technical assistance to project staff and partners, and serve as an advisor to the Project Director on CSO capacity development.
Contribute to the development of annual workplans, M&E Plans, and program progress reports.
Other duties as assigned.
QUALIFICATIONS:
Education: Bachelor’s level degree or higher required in organizational development, public administration, international development, public policy, or a relevant social science discipline. Master’s degree preferred.
Work Experience:
Minimum 5 years of professional experience working to build technical and organizational capacity of CSOs and NGOs, particularly in the areas of policy analysis and research, advocacy planning and engagement of government and stakeholders; media engagement; building collaborative partnerships and networks; strategic planning, monitoring and evaluation.
Experience in community mobilization and civic engagement.
Experience in facilitating collaborative activities, building networks and coalitions among CSOs, preferably in areas relevant to child labor and forced labor.
Experience using facilitative, participatory approaches to organizational and technical capacity development.
Experience working with CSOs to engage government agencies and private sector at national and local levels.
Experience adapting and implementing organizational and technical capacity assessment tools appropriate for CSOs in Bangladesh.
Experience or basic knowledge of Bangladesh’s fisheries sector, including the dried fish industry and supply chain issues is a distinct asset.

Knowledge:
Demonstrated effective training and coaching skills, networking, interpersonal skills, creative problem solving, conflict, and ethical management skills.
Fluency in Bangla and English is required.
Excellent written and oral communication skills.
Computer literacy in word processing, spreadsheet, and presentation software (Microsoft).
