Organization: Handicap International
Country: Bangladesh
Closing date: 31 Oct 2017

Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox’s Baazar; and in Kurigram. A coordination office will be set up in Cox’s Bazar town by September 2017.

Since 2007 HI in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities. Over the years, HI has gained significant experiences in supporting the disability movement in the country especially by working with Disabled Peoples’ Organizations (DPOs). It has provided significant support to these organizations to become independently capable to actively and efficiently advocate for the rights of people with disabilities especially in the areas of Health, Education, Livelihoods, and Protection.
HI is currently implementing six projects directly or through local partners on the following thematics:

 * Improving access to quality rehabilitation services

 * Inclusive Disaster Risk Management and Emergency Response

 * Support to refugees in a chronic emergency setting

 * Inclusion of people with disabilities in development and society (livelihood, education, access to justice): Support to child development in displacement contexts

 * Protection of children from exploitation and abuse

The annual program budget of 2017 is about 2.8 Million EUR with 6 different donors funding.

However, due to the scale of Rohingya Influx since the end of August and continuous influx averaging 15,000 per day, HI is working to expand the existing response to accommodate emerging needs. In this context, HI plans to conduct the following activities:
 * Provision of rehabilitation services (diversified per age and gender)

 * Provision of psychological support (first aid; specialized counseling by clinical psychologists)

 * Distributions of NFIs (shelter kits, dignity kits, protection kits)

 * Provision of psychosocial activities to deal with trauma (especially children and youth)

 * Referrals to specialized services addressing SGBV and dealing with other protection issues (mainstreaming disability, gender and age)

Mission Under the management of the Country Director you are responsible for the application and respect of the program’s administrative, human resources, financial and logistics management.
You supervise a team of 3 composed of a Finance manager, HR Manager and Logistic Manager, while the programme employs around 100 national staff.

You are responsible for leading the support service department with following activities:
– Take part in the drafting and implementation of the Country Program Framework (finance, Administrative, HR aspects)
– Manage the program’s financial resources
– Implement the program’s HR strategy (pay, social and training policies) and ensure implementation of HR processes
– Ensure the program’s logistics management (general services, procurement, equipment, vehicle fleet and stocks) in compliance with internal procedures and donor requirements
– Manage the support services team, with a specific focus on capacity building

Since January 2014, there is significant resistance from the opposition and political unrest in the country. Since January 2015, there were continuous strikes across the country, accompanied by incidents of violence. Following mayoral elections in April 2015, the situation has stabilized somewhat.

Security is an issue of ongoing concern in the country. Expatriates have to strictly follow the security measures put in place by the Security Committee. The security for expatriates has recently deteriorated with attacks specifically targeting foreigners, putting additional restrictions on expatriate movement. Expatriates are currently only allowed to move by car; walking in the streets is restricted. Although Bangladesh remains a family duty station, considering the security restrictions, HI does not recommend the position for families with schoolchildren.

Dhaka is a large and densely populated metropolis, which is rapidly expanding. In recent years there has been a high increase in the development of shopping malls and restaurant and coffee shop chains.
