Purpose of the Assignment

This assignment is to provide technical assistance (TA) in developing a proposal / programme document for the EU-funded Complementary Support Programme (2018-2021) through UNICEF to the EU-GoL Education Sector Budget Support Programme 2018-2021

Assignment Tasks

The consultant will work closely with UNICEF Lao PDR Office, especially with the key relevant staff, including Chief of Education (direct supervisor), Representative, Deputy Representative, Chief of Social Policy, Monitoring and Evaluation (PME) and other technical staff.

In close coordination with Chief of Education, the consultant will work with MoES (line Departments), other key Ministries (Ministry of Planning and Investment and Ministry of Finance), EU and other DPs.

Task 1: Desk review and prepare a concise situation analysis of the education sector and relevant socio-economic status of Lao PDR

  • Based on the existing literature, undertake a brief but to-the-point situation analysis of the education and relevant socio-economic status of Lao PDR (this piece of work will then be used as part of the programme proposal document)
  • Task 2: In-depth consultations with MoES, EU, MPI, MoF and other DPs

    Together with Chief of Education and other relevant UNICEF’s staff:

  • Based on the “Outline” document, undertake in-depth consultations with the key officials of MoES, EU, MPI, MoF and other DPs
  • Based on the consultations, to reach a consensus among UNICEF, MoES and EU on the detailed programme designs and proposed activities to be included in the Complementary Support Programme proposal document
  • Task 3: Proposal / Programme Document Writing

  • Based on the agreed programme designs and proposed activities, prepare a draft full-fledged proposal / programme document (meeting the MoES and EU’s requirements) for UNICEF’s internal review
  • Prepare a draft proposal/ programme document reflecting UNICEF’s comments, to make it ready for review by MoES and EU
  • Finalize the proposal / programme document reflecting the feedback from UNICEF, MoES and EU

    Task 1:

  • A draft concise situation analysis prepared

    Task 2:

    In-depth consultations with MoES, EU, MPI, MoF and other DPs (in-country)

  • All the planned consultations with key stakeholders undertaken
  • By 5 December 2017

  • Submission of a key written summary of the programme designs and proposed activities to be included in the Complementary Support Programme proposal, agreed among UNICEF, MoES and EU
  • By 8 December 2017

    Task 3:

    Proposal/ Programme Document Writing (in-distance)

  • A draft full-fledged proposal/ programme document for UNICEF’s review
  • By 2 February 2018

  • A revised proposal document incorporating UNICEF’s feedback; along with concise presentation slides of the summary of the proposal/programme document
  • By 14 February 2018

  • A final proposal document reflecting feedback from UNICEF, MoES and EU
  • By 28 November 2017

    Education, Qualifications and Experience Required

  • A masters or advance degree in education and or related fields
  • Minimum 8 years of work experience in development programs in education, preferably in basic education and/or education policy, governance and finance in a low resource context.
  • Practical experience in developing education programme designs and education funding proposals in development contexts
  • Proven experience in capacity building of government institutions
  • Excellent analytical and communication skills in English (both oral and writing)
  • Familiarity in working with EU as a strong asset
  • Experience in working with governments and UN/UNICEF as a strong asset
  • Ability and experience to work in multi-cultural diversity and variety of stakeholders
  • Work experience in South-East Asia as an asset
