Chemonics seeks a chief of party for the anticipated five-year Bangladesh Shekhar Jonno Pori ("Read to Learn") activity. The primary purpose of the activity is to provide direct technical assistance to the Bangladeshi government and its sector-wide Fourth Primary Education Development Program (PEDP4), schools, and teachers to improve early grade reading outcomes. The technical assistance will include training services; provision and dissemination of goods, such as teaching and learning materials; and national and subnational assessment design and implementation. The activity will foster partnerships between schools and families to enhance opportunities for children to read outside of school and in the home. Responsibilities include:
Provide overall technical leadership and management, oversee and participate in strategic planning, ensure that quality requirements are met or exceeded
Supervise technical and administrative staff, including the deputy chief of party and technical leads, ensuring staff are successfully managing project activities and operation
Oversee annual project work planning and establish procedures to measure the project's progress against the work plan
Serve as the project's primary liaison between USAID, international and regional partners, and host-country government officials
Engage and collaborate with key members of the Ministry of Education and other affiliates involved in improving early grade reading
Qualifications:
Advanced degree in education, international development, or a related field of study required; doctorate in education preferred
Experience as a chief of party for a previous USAID project preferred
Experience working in Bangladesh or South Asia preferred
Experience managing international development programs, including education projects
Proven expertise in primary education, reading instruction, or innovative partnerships
Ability to communicate strategically with a wide range of stakeholders (e.g., USAID, Ministry of Education and its affiliates, leaders in the field of education, pedagogical instructors, school directors, and local business partners)
Strong presentation, reporting, and intercultural skills
Strong management skills and an ability to manage a large field office and remote staff
Experience developing supplementary reading materials, in-service or pre-service training modules, and early grade reading or formative and learning assessments; experience capacity strengthening
Demonstrated ability to find and develop opportunities to establish public-private partnerships
Demonstrated leadership, versatility, and integrity
Fluency in English required
