POSITION DESCRIPTION
POSITION TITLE: Monitoring, Evaluation, and Learning (ME&L) Manager; Feed the Future Bangladesh Rice and Diversified Crops Activity
LOCATION: Bangladesh
DEPARTMENT: Agriculture Group
REPORTS TO: Chief of Party
POSITION SUMMARY:
The Monitoring, Evaluation, and Learning Manager (ME&L Manager) will be responsible for implementing the monitoring, evaluation, and learning activities for the Feed the Future Bangladesh Rice and Diversified Crops Activity (RDCA), a high-quality, results-oriented program in Bangladesh to improve food security and facilitate transformation in agriculture – particularly in the rice market system and other diversified crops – through increased productivity and market system competitiveness. Position is contingent upon receipt of donor funding.
POSITION IS CONTINGENT UPON RECEIPT OF DONOR FUNDING.
ESSENTIAL RESPONSIBILITIES:
The ME&L Manager will oversee the implementation of the program’s monitoring, evaluation, and learning activities and data reporting requirements. Specific responsibilities include but are not limited to:
Manage a rigorous approach to monitoring, evaluation & learning, including systems for monitoring performance toward specific goals and objectives.
Oversee implementation of a baseline survey.
Collaborate and liaise with the external evaluation contractor to design and carry out a midterm and an endline evaluation and other assessments of specific program interventions.
Use Learning Plan to share project’s impact to the COP, relevant project manages, and partners.
Design and implement a comprehensive monitoring and evaluation plan in coordination with the United States Agency for International Development (USAID), including selection and tracking of specific indicators and development of strategies for data collection and regular reporting on approved indicators.
Manage the design and implementation of a direct beneficiary monitoring system; produce and submit requisite reports based on database information.
Contribute to the design of the database and manage its development and use.
Support partners and beneficiaries (enterprises) in tracking impact and recordkeeping to track trends.
Design data collection instruments, schedules, analysis methods, and applied technologies.
Ensure reporting requirements are met per the award.
Monitor the results of the program’s activities and contribute to periodic evaluations/assessments of specific interventions; contribute to dissemination of results to internal and external audiences.
Contribute to research design and methodology for project-related research (separate from baseline survey).
Other duties as assigned.
QUALIFICATIONS AND BACKGROUND:
Education:
Master’s degree in a relevant field
Experience:
At least 10 years relevant experience, including experience managing monitoring and evaluation for activities of similar size and scope
Experience using a Learning Plan to inform activity implementation
Experience in monitoring and evaluation work for donors/U.S. Government agencies or international NGO or institutions
Familiarity working on Feed the Future Programs a plus.
Skills & Knowledge:
Knowledge of relevant program areas (agriculture, market systems, private sector, gender)
Demonstrated strong writing and oral communication and presentation skills in English and Bangla
Excellent interpersonal and leadership skills
Ability to meet deadlines and manage multiple tasks
Strong team player.
