CARE Bangladesh is seeking an experienced leader and manager to be responsible for one of CARE’s largest development and humanitarian portfolios. The Assistant Country Director- Programmes (ACD-P) oversees a very exciting and diverse thematic portfolio, including Extreme Poverty Reduction, Humanitarian Response, Private/ Social Sector Engagement, Urban Resilience, Women’s Empowerment and more. In addition, the ACD –P leads several programme development and oversight functions.
The ACD-P provide strategic leadership in the areas of program development and implementation, as well as quality assurance, learning, and innovation. As part of the Senior Management and Leadership Team, the ACD-P will also play a key role in guiding CARE’s transition over 5 years into an organization which has even more relevance and sustainability in the fast changing development landscape of Bangladesh. The visions for change are set, and the ACD-P will help define the pathways to get there smoothly.
The ACD-P leads a team of Directors and Coordinators in country, and works closely with, program and support units at regional and CARE USA HQ levels, as well as with other CARE International members. The CARE team comprises over 600 people in 7 key offices and multiple partners
CARE is seeking a strong leader who can demonstrate substantial management ability and leadership capacity. A strong background in coordinating with peers is desired. This person should be able to build productive connections with staff, and all our many stakeholder groups. Encouraging and facilitating CARE Bangladesh to utilize experiences to multiply impact via other institutions is also key.
A key focus of the position is on business development and the incumbent will be expected to lead innovative and future-thinking programming being mindful of a dynamic context where the role of the CO is changing to meet development needs within a growing middle-income environment and where there are large and strong national NGOs and a rapidly growing private sector.
The post is accompanied and based in Dhaka, but with monthly travel to programme offices and annual travel to other regional and country offices. There is no denying that Dhaka can be a challenging place to live with high population density, heavy traffic and pollution, but it is also vibrant, diverse and very well equipped, with excellent schools, medical facilities, restaurants, shops and other amenities. The country provides any development and humanitarian professional with huge scope to learn and grow professionally. The CARE Bangladesh team and programme is well established as an innovative leader in fighting poverty and injustice.

Qualifications
- Bachelor’s Degree, Master’s preferred in a related field
- 5 years of experience in a senior program management position in the development field
- 3 years of experience in senior leadership of humanitarian response/ preparedness
- 8 years of experience in a senior management position in the development field desired
- Demonstrated experience in leading strategic and operational planning
- Demonstrated leadership and management skills in very complex international settings
- Extensive conceptual skills including development of program strategy
- Demonstrated experience in program design (including proposal development), implementation and evaluation
- Experience with the management of a diverse workforce
- Proven experience of mentoring, training and delegating
- Analytical skills as they relate to business processes
- Excellent interpersonal and team building skills
- Accomplished facilitator and presenter
- Excellent negotiation skills
- Fluent English both written and spoken
- Fluency in written and spoken Bangla desired
