JOB CONTEXT :
Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox’s Baazar; and in Kurigram. A coordination office will be set up in Cox’s Bazar town by September 2017.
Emergency context and needs
Since the end of August, more than 500,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh. Joining 300,000 to 500,000 Rohingyas already present in the country. The humanitarian needs are huge in terms of food, access to water and sanitary facilities, but also health care, rehabilitation sessions and accommodation.
Handicap International has been working in two refugee camps, makeshift shelters and host communities in the Teknaf and Ukhiya districts of Cox’s Bazar since 2007, therefore our teams are now supplying aid to the new arrivals and identifying the most vulnerable people, assessing their health, rehabilitation and accommodation needs. We are already providing psychosocial support and emergency rehabilitation services to the new arrivals under the existing projects.
Emergency HI Response
However, due to the scale of the crisis and continuous influx averaging 15,000 per day, HI is working to expand the existing response to accommodate emerging needs. In this context, HI plans to conduct the following activities:
Provision of rehabilitation services (diversified per age and gender)
Provision of psychological support (first aid; specialized counseling by clinical psychologists)
Distributions of NFIs (shelter kits, hygiene kits, dignity kits, protection kits) and food items
Provision of psychosocial activities to deal with trauma (especially children and youth)
Referrals to specialized services addressing SGBV and dealing with other protection issues (mainstreaming disability, gender and age)
YOUR MISSION:
Under the direct responsibility of the Emergency coordinator, based in Cox Bazar, and in close coordination with HI team responding to the refugee crisis in Bangladesh, the Mobile Unit Project Manager is in charge of the quality and information management of HI emergency response (in particular of the mobile team project) to enable Handicap International to ensure the implementation of quality-based interventions and proper information dissemination to humanitarian coordination mechanism and donors.
MAIN RESPONSABILITIES:
Responsibility 1: External coordination/Representation
Responsibility 2: In charge of Handicap International Mobile Response project implementation
Ensure the proper implementation and monitoring of the Mobile Unit project under his responsibility.
Ensure the coordination and follow-up of the partner in charge of the EVI identification)
Ensure coordination with fixed point team Coordinate the deployment of mobile units with other key humanitarian stakeholders and partners.
- Responsibility 3: Internal coordination : Administrative, Human resources & logistics
Team management : Supervise 7 senior project officers who are responsible for managing HI mobile units (49 staffs)
Contributes to the respect of the security rules and transmits all security information to the field coordinator
- Responsibility 4: Strategy development Responsible for humanitarian surveillance and identify priority area of interventions.
Contribute to the development of new interventions based on identified needs and readjustment of the project accordingly
Support the continuous development and review of key tools to support the mobile response, in close collaboration with the EC, MEAL Manager and TA.
- Responsibility 5: Reporting
YOUR PROFILE :
Essential:
Academic background within the fields of emergency response, humanitarian program management, international human rights laws, or other relevant fields
At least 3 years of experiences in humanitarian response
At least 3 years of professional experience in a managerial NGO position, including project and large team management in emergency
Knowledge of humanitarian principles, protection mainstreaming principles, including do no harm, and prevention of sexual abuse and exploitation policies, and experiences in translating those principles into practice
Writing skills;
Capacity building and coaching skills.
Ability to work under high pressure; Good coordination skills; Strong interpersonal and intercultural skills.
Preferred:
Experience with Handicap International is a strong asset;
Experience of launching of operations is an asset;
Communication and networking;
Knowledge of Bangladesh context.

Salary from 2214 € gross/month regarding the experience of the candidate
Perdiem : 536 net/month
Hardship allowance : 250€ net/month
