JOB CONTEXT : Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox’s Baazar; and in Kurigram. A coordination office has been set up in Cox’s Bazar town in September 2017.
HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 2007 Handicap International in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities.
Emergency context and needs: Since the end of August 2017, more than 500,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh. Joining 300,000 to 500,000 Rohingyas already present in the country. The humanitarian needs are huge in terms of food, access to water and sanitary facilities, but also health care, rehabilitation sessions and accommodation.
Handicap International has been working in two refugee camps, makeshift shelters and host communities in Teknaf and Ukhiya districts of Cox’s Bazar since 2007, therefore our teams are now supplying aid to the new arrivals and identifying the most vulnerable people, assessing their health, rehabilitation and accommodation needs. We are already providing psychosocial support and emergency rehabilitation services to the new arrivals under the existing projects.
Emergency HI Response Due to the scale of the crisis and continuous influx, HI is working to expand the existing response to accommodate emerging needs. In this context, HI plans to conduct the following activities:
Provision of rehabilitation services (diversified per age and gender)
Provision of psychological support (first aid; specialized counseling by clinical psychologists)
Distributions of NFIs (shelter kits, hygiene kits, dignity kits, protection kits) and food items
Provision of psychosocial activities to deal with trauma (especially children and youth)
Referrals to specialized services addressing SGBV and dealing with other protection issues (mainstreaming disability, gender and age)
YOUR MISSION:
Under the line management of the Emergency Coordinator, you are responsible for the technically development and implementation of the MEAL strategy and methodological approach of the response to the crisis in Cox Bazaar (CXB).
You will assist the project teams in enhancing projects ’accountability by implementing the MEAL strategy for each project/specific technical sector, according to Handicap International MEAL frameworks, project monitoring plans, and common outcome indicators. You will set up the MEAL Team as well as MEAL communication and information exchange in the programme
In a very close collaboration with the sectorial managers, you will be essential in facilitating full accountability of Handicap International´s intervention vis-a-vis communities, partners, governments, donors and other humanitarian actors, analysing achievements and objectives, and in ensuring a sound learning-based approach within the project cycle management.
In this framework, your main responsibilities will be the following:
Set up the MEAL unit in Handicap International´s area of intervention in CXB
Implementation of the MEAL plan per each project
Proposal development and Reporting
Team Management
Representation and Coordination
YOUR PROFILE :
You have :
a degree within the fields of Monitoring, Evaluation, Accountability and Learning, Humanitarian Assistance, Social Sciences or related;
at least 2 years of professional experience in a managerial NGO position, including a minimum of 1 year in the position of MEAL manager.
a strong experience in survey design, data management, project cycle management, preferably within multisector approaches;
Strong writing and reporting skills;
Proven managerial experience with capacity building and coaching skills
Proven representation experience and strong communication skills;
Strong interpersonal and intercultural skills
Very good knowledge of the MS office software & other software (Survey CTO, iData, Le Sphinx, STATA, SPSS…)
English mandatory (oral and written);

Salary from 2214€ gross/month regarding the experience of the candidate
Perdiem : 536€ net/month
