JOB CONTEXT :

Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox’s Bazar; and in Kurigram. A coordination office has been set up in Cox’s Bazar town by September 2017.

HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 2007 Handicap International in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities.

Emergency context and needs

Since the end of August, more than 500,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh. Joining 300,000 to 500,000 Rohingyas already present in the country. The humanitarian needs are huge in terms of food, access to water and sanitary facilities, but also health care, rehabilitation sessions and accommodation.

Handicap International has been working in two refugee camps, makeshift shelters and host communities in the Teknaf and Ukhiya districts of Cox’s Bazar since 2007, therefore our teams are now supplying aid to the new arrivals and identifying the most vulnerable people, assessing their health, rehabilitation and accommodation needs. We are already providing psychosocial support and emergency rehabilitation services to the new arrivals under the existing projects.

Emergency HI Response

However, due to the scale of the crisis and continuous influx averaging 15,000 per day, HI is working to expand the existing response to accommodate emerging needs. In this context, HI plans to conduct the following activities through mobile units and static points to Rohingyas refugees and host communities:

· Provision of rehabilitation services (diversified per age and gender)

· Provision of psychological support (first aid; specialized counselling by clinical psychologists)

· Distributions of NFIs (shelter kits, hygiene kits, dignity kits, protection kits) and food items

· Provision of psychosocial activities to deal with trauma (especially children and youth)

· Referrals to specialized services addressing SGBV and child protection and dealing with other protection issues (mainstreaming disability, gender and age)

YOUR MISSION:

Under the responsibility of the Technical Unit Coordinator and with the support of the HQ Specific needs and MHPSS Technical Referents you will be responsible for:

TECHNICAL SUPPORT

§ You ensure the technical relevance of HI emergency intervention related to protection against violence based on age, gender and disability

  • You ensure direct technical support on Child protection and GBV mainstreaming issues within the mobile interventions ( including safe and ethical identification of individuals at risks and / or survivors of violence ; safe and ethical referrals)
  • You ensure direct technical support to Child protection and GBV stand-alone project and teams, including psychosocial activities with children and case management of violence survivors

§ You ensure the technical validation of recruited domain related HI staff and support the PMs/POs during their appraisal on technical issues.

§ You ensure the technical validation of purchase of specific items

§ You participate to the designing and the provision of field tools, information leaflets, assessment forms, trainings (in collaboration with the emergency coordinator, Project Managers and the MEAL manager) and ensure their overall coherence and their validation by HQ;

  • You support and train the Project Managers/Field Teams/Partners in your field of expertise;

§ You participate to contextual and needs assessments upon the request of your line manager.

Strategy’s definition

  • You analyze the protection needs and relevant interventions within HI’s humanitarian response
  • You analyses possible areas of programmatic response and the relevance of HI’s interventions in coordination with other key protection actors (Save the Children, Red crescent, ICRC, UNICEF, UNFPA, IOM, UNHCR, and local organizations)
  • You support the project in the definition of their objectives, activities, targets according to the context of intervention.
  • You are involved in writing concept notes, Logical Framework and Proposals depending of your analysis of the needs pre-identified.

Coordination and networking

§ Ensure good internal coordination with operational team (such as Project Managers, Team leaders, senior project officers, Field coordinators and teams in the bases)

§ Ensure close collaboration with the MHPSS TA and staffs to ensure harmonization of the approaches

§ Ensure close collaboration with other protection actors

§ Ensure HI presence in all key and relevant external working groups, including protection working groups, GBV and CP sub working groups, and meetings and represent HI on all technical aspects on protection,

§ Ensure a harmonized technical message is provided during these working groups and that HI speaks in a common voice on technical issues

§ Ensure HI has updates on the need/changes in the protection sector; provide relevant recommendations and action points to HI teams related to the context.

SUPPORT TO HUMAN RESOURCES

§ You are in charge of the training and the technical accompaniment of HI Protection Senior Project Officer(s)

§ You ensure strict application and respect of the Internal Regulation by your staff;

§ You define, with him/her, his/her action plan and delay for reaching defined goals (IAP);

§ You support and advise the Mobile Unit Project Manager (PM) in the implementation of his/her IAP;

§ You ensure feedback about issues potentially raised by him/her;

§ You ensure a good communication – coordination – information level through regular meetings (or other if needed);

§ You are concerned and aware on the personal and professional evolution of HI staff, and its development within the mission : individual interviews, oral and written appraisals;

§ You ensure conflict resolution (personal and professional) and inform the Technical Unit Coordinator;

§ You propose relevant needed adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the Technical Unit Coordinator;

Reporting & Others

§ You support the teams to produce regular reports on HI activities (newsletters, case studies, activity reports etc)

§ You participate to the monthly situation report (SITREP) by providing relevant data related to your position;

§ You participate in the Technical Unit coordination meetings and workshops.

§ Ensure the quantitative and qualitative reporting through the tools (assessment form, follow up form, discharger and monitoring form, groups report) and system in place

§ Ensure a qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan.

§ Ensure regular reporting on your activities to your line manager upon his/her solicitation (field visit reports, coordination meeting, workshop, meeting minutes, etc.)

§ Ensure formalization all training/workshop documents.

§ Ensure the capitalization work of the done.

§ You regularly have contact and share activities with your Technical Referents at HQ level

YOUR PROFILE :

  • You hold a degree in technical related skills –Social Work, psychology, psychosocial work, Political sciences or other relevant fields, with project management experience

  • You have at least 4 years of experience in the field of Gender Based Violence and / Or Child protection and at least 2 years of experience in providing technical support to programs in humanitarian context, if possible in acute emergency

  • You have excellent knowledge of protection mainstreaming principles, GBV and CP international guidelines, including GBV IASC guidelines, Child protection Minimum Standards (CPMS)

  • You demonstrate excellent communication and writing (proposals and reporting) capacities in English

  • You are able to submit proposals and innovate by showing an excellent reactivity and flexibility in all circumstances

  • You demonstrate strong capacities in supervising, accompanying, coaching and managing a team

  • Good communicator you are able to represent the association

  • English mandatory (oral and written)

CONDITIONS:

· Startingdate : ASAP

· Lengthof thecontract: 3 months**

· Employee status

  • Salary from 2000€ gross/month regarding the experience of the candidate

  • Perdiem : 536 € net/month

  • Hardship allowance : 250€ net/month

  • Insurances : medical hearth coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : Level 3 : 5 days every 6 weeks

  • Status : position unaccompanied

  • Housing : Collective taken in charge by Handicap International
