Position Title GIS Officer

Duty Station: Cox’s Bazar, Bangladesh

Estimated Starting Date: As soon as possible

Type of Appointment: Consultancy

General Functions:

Under the overall supervision of the Heads of Sub Offices (HoSO) in Cox’s Bazar, Bangladesh and the direct supervision of the Needs and Population Monitoring (NPM) Coordinator, under the supervision of the Information Management/GIS Officer and Database Manager, the successful candidate will be expected to perform the following duties.

The incumbent will be assigned to inter alia, the following tasks.

  1. Assist the Project Officer in planning, coordinating and implementing data collection, analysis and information dissemination in close collaboration with the relevant stakeholders;

  2. Provide training and support to relevant partners on data collection and analysis based on the DTM methodology and tools;

  3. Collect and revise, in collaboration with the NPM field officers, the data and information gathered on the field;

  4. Assist in the design, development and maintenance of databases for the NPM program;

  5. Support the Program Officer in developing data collection tools, statistical reports and maps;

  6. Provide user support, guidelines/training materials and training to relevant stakeholders in the deployment, use, operation, and maintenance of databases and data collection systems;

  7. Prepare and develop analytical tools and reports for displacement trends, needs assessment and programme activities using the various program databases;

  8. Collect data and information to produce statistical reports, queries and maps;

  9. Perform such other duties as may be assigned.

Education, Experience and Skills:

  • Master’s degree in Business Administration, International Relations, Political Science, Communications, Information Management, Computer Science or a related field from an accredited academic institution with two years of relevant professional experience.

Or

University degree in the above fields with four years of relevant professional experience.

  • Two years of experience in database development using any or more of the following tools: MS Access, Visual Basic, SQL Server. Knowledge of ARC GIS or other mapping software;
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance;
  • Experience in project management and implementation;
  • Experience in data collection, research, and report writing;
  • Experience in statistical analysis (STATA, SPSS, etc);
  • Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;
  • Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing;
  • Experience in the development and implementation of population databases a distinct advantage.
  • Works effectively in high-pressure, rapidly changing environments;
  • Coordinates actions with emergency response actors and making use of coordination structures;
  • Supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors;
  • Establishes and maintains effective relationships with implementing partners;
  • Makes correct decisions rapidly based on available information
