Job Description The IRC is a leader in assistance to people affected by oppression and violent conflict, providing immediate relief in emergencies to save lives, and working with local partners to rebuild lives and provide durable solutions. Health is the IRC's largest sector, with programs in 25 countries serving nearly 15 million people. The IRC Health Unit, which includes the nutrition team, is committed to a culture of thought leadership, innovation, partnership, and accountability to those we serve. The IRC nutrition team's objective is to support country programs to increase access and coverage to effective and responsive nutrition interventions so women and children are protected from and treated for malnutrition. The nutrition team's core programming include the community based management of acute malnutrition and infant and young child feeding programs. The IRC nutrition team is leading efforts in developing transformative strategies for treating malnourished children by putting treatment within reach of people who need it through the integration of malnutrition treatment into community case management and unifying moderate and severe malnutrition by testing a combined treatment protocol.
Since August 25, 2017, an estimated 800, 000 Rohingya people have fled North Rakhine State, Myanmar after military operations by the Myanmar armed forces to seek safety in Cox's Bazaar, Bangladesh. This influx adds to the caseload resulting from violence in Myanmar in October 2016, when a similar wave of attacks on Rohingya communities forced approximately 213,000 to flee to Bangladesh. In total, there are therefore around 1,000,000 extremely vulnerable and recently arrived people requiring urgent assistance in Cox's Bazaar. The nutritional situation of new arrivals and the Rohingya communities in registered camps has considerable deteriorated in recent weeks. A nutritional assessment conducted in October 2017 in the Kutupalong Registered Camp found global acute malnutrition above the 15% emergency level and severe acute malnutrition (SAM) was around 7%. IYCF practices are poor and many children < 6 months of age suffer from SAM.
IRC's responds will focus on the treatment of SAM in stabilization centers and OTPs integrated with IYCF counselling at OTP level
Scope of Work: The Emergency Nutrition Coordinator will be responsible for all aspects of the nutrition programming, particularly the community based management of acute malnutrition and infant and young child feeding in emergencies and will ensure national and international guidelines are adhered to as well as uphold quality standards, ensure results-based monitoring/evaluation and liaise with relevant nutrition related international, national and regional stakeholders and institutions as required.
The work of IRC may be delivered directly and/or through local partners. The Emergency Nutrition Coordinator will report to the Field Director.
Objectives:
- Conduct nutrition emergency assessments to inform IRC's response
- To ensure nutrition programs are established and maintain quality services and adequate coverage through technical, managerial and supervisory support
- Piloting and testing new approaches in the treatment of acute malnutrition in emergency settings
- To ensure appropriate management of financial and supply resources
- To ensure nutrition technical input donor proposals and monitoring reports
Major Responsibilities:
- Provide technical and management leadership to nutrition programs - Community Management of Acute Malnutrition (CMAM) and Infant and Young Child Feeding (IYCF) - in accordance with national/international protocols and IRC's outcome and evidence framework - through direct implementation or capacity building of local partners
- Leads, or contributes to, development of country nutrition emergency response plan
- Ensure the collection and reporting of standard nutrition indicators as required in national/international protocols and appropriate investigations and mitigations for any indicators outside of acceptable thresholds
- Ensure an active community outreach program is established to increase coverage of the nutrition program to achieve quality indicators
Staff Supervision & Development
- Directly supervises all nutrition program staff
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.
- Overall responsible for staff workplans, work and vacation schedules, and staff training/development activities
- If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
Grant Planning & Implementation
- Has significant budget authority to pre-approved limits and responsibility for budget development and compliance.
- Responsible for ensuring the achievement the overall grant timeline and completion date
- Provides direction and monitor staff in their implementation of the workplan and quality of technical activities
Monitoring responsibilities
- Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes and supply management
- Ensure regular field monitoring and modifications as required.
- Ensure IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
Partner Management
- Oversee IRC's relationship with implementing partners specific to this project
- Ensure regular performance monitoring of partners to achieve the set project's objectives; provide technical support and guidance
Coordination & Representation
- Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts
- Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetings
- In coordination with the ERT Field Director, represent IRC and coordinate with other agencies, local government, donors and other stakeholders in relevant forums to coordinate and promote experience sharing of best practices.
- Coordinate closely with IRC's health and water and sanitation teams to ensure integrated programming across the sectors and other relevant sectors as necessary
- Facilitate information sharing and lessons learned with the Ministry of Health and Nutrition Cluster through all relevant forums, including review meetings/ regional workshops, learning workshops, experience sharing visits and document sharing.
- Liaise with the Ministry of Health, Nutrition Cluster and international and national NGO's to develop coordinated assessments and emergency responses to identified areas
Program Development
- Contributes to, development of country strategic direction and plans
- Leads nutrition specific strategy development and technical proposal design in coordination with nutrition technical as required
- Support the IRC Emergency Response Team in the identification of humanitarian needs and service gaps within the nutrition sector in refugee camps around Cox's Bazar
- Leads on the planning, implementation and analysis of rapid nutritional assessments in high-need areas in coordination with nutrition technical support as required
Other duties
- Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
- Other duties as assigned by the supervisor to enable and develop IRC programs
- Provide a comprehensive handover to successor, including ensuring transfer of all related documentation, program data and staff performance information as necessary
- Any other duties required by supervisor
Qualifications Education: Master's/post-graduate degree in Public Health Nutrition/Global Nutrition or related Nutrition degree is required. Work Experience: A minimum of 3 years of nutrition humanitarian field experience at the senior nutrition program management/coordination level
Demonstrated Skills and Competencies:
- Ability to commit to deployment within 72 hours of notification of assignment for a minimum of 6 and up to 12 weeks
- Must have field experience in the design, implementation and evaluation of community based management of acute malnutrition (CMAM) and infant and young child feeding (IYCF) programs at a minimum;
- Demonstrated technical expertise in surveys and assessments particularly SMART and IYCF. Semi-Quantitative Evaluation of Access and Coverage (SQUEAC) assessment a plus;
- Experience working with donors, proposal writing, and program design;
- Communication skills, including the ability to write and present;
- Demonstrated commitment to renewing and maintaining currency with best practices;
- Experience in delivering work through and building capacity of local implementing partners
- Solid organizational skills: the ability to work independently and productively in a fast-paced environment;
- Strong interpersonal skills in a multi-cultural environment and experience supporting high-level staff.
Language Skills: Professional-level fluency in spoken and written English; fluency in Bangla a plus
