CONTEXT
Created in 1982, Handicap International (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines and was recently awarded (October 2016) a prize by the Office of the Presidency in Somaliland for services to Persons with Disabilities.

Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox’s Baazar; and in Kurigram. A coordination office will be set up in Cox’s Bazar town by September 2017.
Since the end of August, more than 500,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh. Joining 300,000 to 500,000 Rohingyas already present in the country. The humanitarian needs are huge in terms of food, access to water and sanitary facilities, but also health care, rehabilitation sessions and accommodation.
Handicap International has been working in two refugee camps, makeshift shelters and host communities in the Teknaf and Ukhiya districts of Cox’s Bazar since 2007, therefore our teams are now supplying aid to the new arrivals and identifying the most vulnerable people, assessing their health, rehabilitation and accommodation needs. We are already providing psychosocial support and emergency rehabilitation services to the new arrivals under the existing projects.
However, due to the scale of the crisis and continuous influx averaging 15,000 per day, HI is working to expand the existing response to accommodate emerging needs.
HI proposes, with its logistics platform project, to provide to the humanitarian actors engaged in the response free road transportation services within the crisis affected areas, as well as pre-delivery temporary warehousing services. This will help the actors already present in the areas make their response more efficient and cost effective, while new actors, so far limited in their intervention by logistic and budget constraints, will be enabled to launch emergency operations.
DESCRIPTION
Based in Ukhiya, under the line management of the ATLAS Logistic Plateform Coordinator, supported by the HQ Technical Advisor, the ATLAS Logistic plateform Project Manager will be in charge of the project implementation related to logistics platforms and will have the main following responsibilities:
- Implementing a Logistic Plateforme mission (tools, partnership, etc.)
- Participating in the development of the mission in line with the orientations given by the Atlas Logistique project Coordinator;
- Providing to Atlas Logistique Team under your responsibility information and support required for defining and implementing tools and procedures relating to the security of the mission;
- Conducting support missions (training, mentoring, support, recruitment, internal audit, handovers) and providing temporary cover for posts according to established terms of reference;
- Carrying out knowledge capitalisation and systematically updating the organisation’s tools and procedures.
REQUIRED PROFILE
- Project management experiences
- At least 3 years of logistics- transport-supply chain experience
- Management experience, ideally with inter-cultural teams
- Representations, participations in coordination meetings, negotiations with local institutions and military forces.
- Experience of working abroad in the humanitarian aid field (at least 6 months)
- Knowledge in emergency humanitarian Coordination mechanism.
- Sound knowledge of French and English
- Pack Office skills
- Writing skills and the capacity to develop tools and procedures
- Dynamic, pro-active, committed and service-oriented approach
- Disciplined, organisational skills
- Team spirit and sociable
- Sense of humour
SALARY
Employee status:
- Salary from 2250 € gross/month regarding the experience of the candidate
- Perdiem : 536 € net/month
- Hardship allowance : 250 € net/month
- Insurances : medical hearth coverage, retirement planning, repatriation
- Paid holiday : 25 days per year
- R&R : Level 3 : 5 days every 6 weeks
