Bangladesh: UNICEF-Cash Transfer Programme Specialist-P4-Bangladesh

Background:

Under the supervision of the SPEAR Section Chief, the post sets up, implements and manages the humanitarian cash-based interventions and supports its monitoring and evaluation component in collaboration with the Planning and Monitoring section and Research & Evaluation, Specialist. The Specialist will focus on moving the integration of cash components into programmatic aspects of nutrition, child protection, and education response. Further, the Specialist will liaise with partners on a potential joint multi-purpose cash response.

Supervision to be given:

Supervision and guidance will be provided on a day-to-day basis, and regular meetings will be organized between the supervisor and the program specialist to review work accomplished and provide advice on course corrections, if necessary.

Major Duties, Responsibilities, and Output Expectations

Major Duties and Responsibilities: 40%

1 Ensure the design, implementation and coordination of the cash programme
a. Set up the cash programme from its inception.
b. Support the design and roll-out of cash component for families under SAM treatment, and Cash Grant to caretakers of Unaccompanied and separated Children (UC / SC)
c. Ensure harmonization with the potential grants by WFP, UNHCR, among others. Set up the mechanisms for delivery of the grant.
d. Be part of discussions with the government advocating for cash transfers in Bangladesh
e. Manage the implementation of the program and readjust it regularly based on the changing situation in Cox’s Bazaar
f. Work in close collaboration with UNHCR, WFP and other potential agencies interested in giving cash, as well as with the Cash Working Group to ensure smooth disbursement of the funds every month and address any targeting issues
g. Elaborate fund-raising strategy to ensure continuous funding of the program
h. Ensure internal coordination within the UNICEF Bangladesh office in between the unconditional cash activities and the other sections
i. Gather data and produce analysis to inform, design and plan the evolution of the program towards a longer term social protection scheme in collaboration with the government

Output (Achievement) Expected:

  • Full operational design of the intervention is completed.
  • Unconditional cash distribution are implemented, in SAM and Child Protection
  • Funds are disbursed according to the disbursements schedules
  • Unconditional cash are included in the office program strategy
  • The program is continuously funded
  • Close Relationship with UNHCR and WFP is maintained

Majority Duties and Responsibilities: 20%

2 Represent UNICEF Bangladesh country office in the cash forums, and internally to other office sections
a. Participate and regularly present at different meetings UNICEF Bangladesh activities and positions
b. Develop links and provide technical support to other sections; strengthen coordination within the office on this issue;
c. contribute to the discussions around a strategy that strengthens longer term social protection scheme with the government

Output (Achievement) Expected:

  • Views, positions and updates on UNICEF Bangladesh on unconditional cash activities are shared and explained regularly
  • Cash is used as a cross-sectorial modality within the office, and is used as a component of a longer term social protection scheme with the government

Major Duties and Responsibilities: 20%

3 Supervise and support monitoring and evaluation activities
a. An external final evaluation of unconditional cash distributions
b. A comprehensive monitoring system is developed to ensure quality monitoring of all UNICEF funded cash distribution in collaboration with implementing partners

Output (Achievement) Expected:

  • Monthly monitoring reports are produced by the third party entity
  • Internal monthly monitoring report are produced
  • A final evaluation report is produced : recommendations and evaluation of the impact of the unconditional cash distributions are shared among the key stake holders

Major Duties and Responsibilities: 20%

4 Provide the operational management of the program, ensure that adequate operational measures are regularly adjusted
a. risk management and mitigation measures
b. Liquidation process
c. Financial reporting

Output (Achievement) Expected:

  • The program follows UNICEF internal operational rules, disbursements to partners are made on time, risk mitigation measures are in place and regularly updated

Working Arrangements:

  • Office-based position in Cox’S Bazaar, Bangladesh

Qualifications of successful candidate:
Education

  • Advanced University degree in International Relations, Public Administration/Public Policy, Development Economics, Humanitarian Affairs, Development, Social Sciences, or a related technical field.

Work Experience:

  • Five years progressively responsible professional work experience at national and international levels in post-crisis recovery, complex emergencies, humanitarian response, including experience in early recovery. Experience in emergency cash programing is required **

Language Proficiency

  • Fluency in both written and spoken English, and another UN language as a strong asset.

Other Qualifications

  • Proven ability to conceptualize, plan and execute complex processes across a wide range of stakeholders.
  • Advanced ability to work quickly and under pressure
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
  • Proven ability to work both independently and as part of a team.
