GHT (Global Humanitarian Team) Purpose

Shaping a stronger Oxfam for people living in poverty

TEAM PURPOSE: To work with the humanitarian team in coordinating the emergency food security and vulnerable livelihood (EFS&VL) programme in Bangladesh.

JOB PURPOSE: The EFSVL Coordinator is responsible for internal and external coordination, technical guidance and support to design and implementation of Oxfam’s food security and livelihoods activities in all areas of operation. He/She is responsible for ensuring Oxfam in Bangladesh is technically strong across the sector through capacity building of staff, coordination and collaboration with other agencies, donor proposals, programme design and strategic planning ensuring high quality intervention, monitoring and accurate data collection, and deliverables within Donor and Oxfam guidelines.

The EFSVL Coordinator’s main role will be to analyze the situation, assess vulnerabilities of the affected population and the humanitarian context and provide strategic technical leadership to the EFSVL team and partners to plan and implement effective emergency food security and sustainable livelihoods programme of Oxfam in the Rohingya Refugee reponse in Bangladesh. He/she is also responsible for overall coordination at Coxs Bazar level with the FSL sector partners and technical working groups such as Cash Working Group (CWG).

Responsibilities and Accountabilities

General:

  1. Strategic planning and coordination

  2. Responsible for strategic guidance on the implementation and revision of the EFSVL scale up strategy in Coxs Bazar for immediate EFSVL response as per the current Bangladesh context and as well as for long term economic and livelihoods recovery where feasible.

  3. Improves knowledge and understanding of the EFSVL team on cash transfer programming and broader market based interventions across the humanitarian programmes in all the field locations.

  4. Coordinate with fellow WASH, Protection, Gender, and programme Quality technical colleagues to develop integrated EFSVL and WASH projects mainstreaming gender and protection as well as enhancing Oxfam’s one programme approach.

  5. Coordinate with Campaigns and Communication team to ensure advocacy messages reflect the reality of the EFSVL work in the field

  6. Influences quality implementation of emergency EFSVL response and early recovery interventions across the Programme.

  7. Represents Oxfam in external sector meetings (such as Food Security Sector, Cash and market Working Group)

  8. With the EFSVL technical Managers, EFSVL field staffs and the Programme Managers, strives to ensure that the relationship with Oxfam and Partners is effective and transparent and that partners have the required support for project/programme implementation (including technical advice and capacity building).

  9. Ensures that “lessons learned” from the emergency/recovery interventions in Bangladesh are used to influence future EFSVL program development, planning and revision of EFSVL strategy.

  10. Support project design and implementation

  11. Provides technical support in the writing / designing of appropriate food security and livelihoods projects for the emergency as well as early recovery and resilience informed by Oxfam country strategy and EFSVL scale up strategy, lessons learnt, case studies in coordination with EFSVL GHT staff, Response Manager and field teams.

  12. Promote integrated, gender and protection aware humanitarian responses which demonstrate accountability to beneficiaries and are consistent with Oxfam policies and international quality standards

  13. Ensures gender /protection mainstreaming and linkages with the WASH sector in all EFSVL projects.

  14. Support at the national level to ensure a smooth implementation in the field including support with recruitment of EFSVL key staff as required.

  15. Monitoring, evaluation, accountability, learning, reporting

  16. Provide technical support to Bangladesh programme staff, primarily EFSVL technical staff but also protection, gender and support staff to improve programmes quality and monitoring in line with Oxfam’s humanitarian strategy, OCS, sphere standards and accountability standards.

  17. Working closely with EFSVL staff and MEAL coordinator to provide technical support on developing MEAL tools (MEAL frameworks, IPTT, assessment tools) to be used by the field EFSVL team to ensure that relevant information is being collected to inform program design, implementation, donor reporting, accountability and learning to key stakeholders.

  18. Support in field assessments including but not limited to baselines, market assessments, ongoing monitoring and project evaluations.

  19. Provide guidance to the EFSVL team on how to better share and feed useful information to the advocacy and communication teams.

  20. Oversees that EFSVL related donor reports are of the required standards, timely and meet donor requirements.

  21. Human resources and Staff Management

  22. Performance management/reviews of staff reporting to this position, according to the Oxfam standards and procedures.

  23. Coach and provide technical guidance and leadership to EFSVL teams.

Ensure capacity building and skill training of all EFSVL staffs to deliver the EFSVL program to quality.

Essential:

  • At least 5 years of experience implementing relief and/or development with skills in cash transfer programmes, broader market based intervention, agronomy, fisheries, livestock and IGAs.

  • Advanced degree in any discipline related to Food Security and Livelihood, Disaster Risk Reduction and Development

  • Experience in management of EFSVL projects in a complex humanitarian environment with an international or multinational organisation

  • Strong experience in design and implementation of cash transfer programmes, with particular focus on cash for work and payment mechanisms depending on the Bangladesh context (direct cash in envelopes, e-vouchers, mobile money transfer agents/companies, use of local traders), in emergency and recovery phases.

  • Strong experience in design and implementation of livelihood programmes including nutrition sensitive programmes.

  • Experience in conducting market assessments (eg: EMMA, PCMA, RAM); good experience in response analysis and market data monitoring to inform programme implementation.

  • Experience in leading and taking part in livelihoods assessments (eg: HEA).

  • Experience of capacity building field staff (with or without line management responsibility), including the ability to effectively advice and support field staff using methods such as mentoring, coaching, shadowing, demonstration, accompaniment, training, written advice, verbal advice, research and development.

  • Management skills: capacity to manage international and multi-cultural teams, in difficult and stressful environments team to deliver the work.

  • Enhanced collaboration and networking skills; proven influencing and negotiating skills with internal and external audiences in complex and stressful circumstances.

  • Sensitivity, diplomacy, tact, good communication skills, and ability to remain calm under pressure.

  • Well developed interpersonal and team skills

  • Good administrative skills in order to work with people at managerial and senior government levels.

  • The ability to present concise reports, sometimes on a short notice

  • Ability to coordinate activities with other agencies, build and maintain positive working relationships.

  • Ability to understand complex security situations and adjust operations accordingly.

  • Experience in monitoring and evaluation of humanitarian programmes

  • Flexibility, willingness to travel and work in difficult circumstances.

  • Good understanding of humanitarian protection standard, Sphere Minimum Standards, gender issues and Code of conduct as relevant to food distribution activities.

  • Demonstrated experience of integrated gender and diversity issues into humanitarian programmes.

  • Strong oral and written communication skills in English

  • Computer literacy and good data analysis skills (using MS Excel, SPSS or other software)

Desirable:

  • Experience with food security, livelihood, community mobilisation and protection are highly desirable

  • A good understanding of the Bangladesh context and/or previous work experience in Bangladesh.

  • An understanding of social protection with experience in designing safety nets, working with government on developing social protection systems.

  • Experience in value-chain and GEM approach.

  • Working knowledge of Bangla/Chittagong
