    JOB CONTEXT :

    HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox’s Baazar; and in Kurigram.

    Since 2007 Handicap International in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities.

    Emergency context and needs

    Since the end of August, more than 500,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh. Joining 300,000 to 500,000 Rohingyas already present in the country. The humanitarian needs are huge in terms of food, access to water and sanitary facilities, but also health care, rehabilitation sessions and accommodation.

    Handicap International has been working in two refugee camps, makeshift shelters and host communities in the Teknaf and Ukhiya districts of Cox’s Bazar since 2007, therefore our teams are now supplying aid to the new arrivals and identifying the most vulnerable people, assessing their health, rehabilitation and accommodation needs. We are already providing psychosocial support and emergency rehabilitation services to the new arrivals under the existing projects.

    Emergency HI Response

    However, due to the scale of the crisis and continuous influx averaging 15,000 per day, HI is expanding the existing response to accommodate emerging needs. In this context, HI plans to conduct the following activities:

  • Provision of rehabilitation services

  • Provision of psychological

  • Distributions of NFIs and food items

  • Provision of psychosocial activities to deal with trauma

  • Referrals to specialized services addressing SGBV and dealing with other protection issues (mainstreaming disability, gender and age)

YOUR MISSION:

The HR Coordinator will be part of the coordination team based in Dhaka and will have to provide support to the intervention areas, especially the emergency response in Cox’s Bazar town.

The HR Coordinator will be responsible for the design of HR policies at mission and will ensure proper implementation & monitoring. As such he/she will work in close coordination with HR focal points based on the field, and will have to travel there regularly to provide support and ensure an adequate implementation of HR Policies.

The HR Coordinator will also be the main interlocutor for Headquarters (HQ based in Lyon - France) for administrative follow-up.

Under the direct supervision of the Program Director and with the support of the HQ HR Advisor, the HR Coordinator will be responsible for:

  • Ensuring the application and respect of local legislation, legal framework, internal HR policies and procedures in link with a lawyer when required;

  • Identifying/validating the HR needs; designing the adequate set-up according to the financial plan;

  • Controlling the payroll process and ensuring a comprehensive accountability on HR costs according to HI and donors requirements;

  • Developing the human resources organization and operational framework and policies, according to the mission’s evolution and strategy (remuneration, recruitment, etc.);

  • Ensuring proper administrative management of human resources for the mission: HR policy, recruitment, administrative management of staff (expatriate and national), training management, capacity building, etc.;

  • Representing Handicap International towards relevant local authorities;

  • Maintaining a network of formal and informal relations with HR Coordinators of others NGOs;

  • Ensuring the operational management of the team placed under your responsibility;

  • Producing HR reports for the Support Services Coordinator and HQ HR support officer (gender and community balance, leave planning, annual reports, expatriates management etc.).

  • Developing the HR strategy in the global mission strategy framework

  • ANALYZING AND MANAGING RISKS RELATED TO HUMAN RESOURCES
  • HUMAN RESSOURCES BUDGET MANAGEMENT & FOLLOW UP
  • SUPPORT TO FIELD OFFICES
  • MANAGEMENT OF TEAM
  • REPORTING

YOUR PROFILE :

  • You hold a degree in HR, Management, Business Administration or any relevant field;

  • You have at least 5 years of experience as Admin and/or HR Manager / Coordinator in a professional organization (private, public and/or non-for-profit sector);

  • You have at least 2 years of field experience in the humanitarian sector ;

  • Proven experience in tools development and HR policies design ;

  • Proven experience in coordination at country level;

  • Proven training and local capacity building experience;

  • English is mandatory

  • Previous experience with Handicap International is an asset.

CHARACTERISTICS OF THE POSITION:

Dhaka is a large and densely populated metropolis, which is rapidly expanding. In recent years there has been a high increase in the development of shopping malls and restaurant and coffee shop chains. The office and expatriate housing will be located within the diplomatic area, in Gulshan. Public transport options are limited and not accessible for expatriates, so alternative options are provided by Handicap International. Traffic and movement by car within Dhaka can be slow, particularly during rush hours.

CONDITIONS:

  • Startingdate : January 2018

  • Lengthof thecontract: 3 months**

  • Employee status:

  • Salary from 2700 € gross/month regarding the experience of the candidate

  • Perdiem : 536 € net/month

  • Hardship allowance : 250 € net/month

  • Insurances : medical hearth coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : Level 2 : 5 days every 3 months

  • Status : unaccompanied position

  • Housing : Collective taken in charge by Handicap International
