GENERAL CONTEXT
Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox’s Baazar; and in Kurigram. A coordination office will be set up in Cox’s Bazar town by September 2017.
HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 2007 Handicap International in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities. Over the years, Handicap International has gained significant experiences in supporting the disability movement in the country especially by working with Disabled Peoples’ Organizations. It has provided significant support to these organizations to become independently capable to actively and efficiently advocate for the rights of people with disabilities especially in the areas of Health, Education, Livelihoods, and Protection.
Emergency context and needs Since the end of August, more than 600,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh. Joining 300,000 to 600,000 Rohingyas already present in the country. The humanitarian needs are huge in terms of food, access to water and sanitary facilities, but also health care, rehabilitation sessions and accommodation. Handicap International has been working in two refugee camps, makeshift shelters and host communities in the Teknaf and Ukhiya districts of Cox’s Bazar since 2007, therefore our teams are now supplying aid to the new arrivals and identifying the most vulnerable people, assessing their health, rehabilitation and accommodation needs. We are already providing psychosocial support and emergency rehabilitation services to the new arrivals under the existing projects.
Emergency HI Response However, due to the scale of the crisis and continuous influx averaging 15,000 per day, HI is working to expand the existing response to accommodate emerging needs. In this context, HI plans to conduct the following activities through mobile units and static points to Rohingyas refugees and host communities:
- Provision of rehabilitation services
- Provision of psychological support
- Distributions of NFIs and food items
- Provision of psychosocial activities to deal with trauma
- Referrals to specialized services addressing SGBV and child protection and dealing with other protection issues
MISSION DESCRIPTION
TECHNICAL SUPPORT
- You ensure the technical relevance of HI emergency intervention related to functional rehabilitation
- You ensure direct technical support on functional rehabilitation within the mobile interventions and static point which includes identification, referral, and prioritization
- You ensure direct technical support to rehabilitation teams, including Nurses in the prevention of permanent impairment and prevention of other secondary complications
- You ensure the technical validation of recruited domain related HI staff and support the PMs/POs during their appraisal on technical issues.
- You ensure the technical validation of purchase of specific items e.g., assistive devices, nursing kit, rehab equipments, etc.
- You participate to the designing/adaptation and the provision of field tools, information leaflets, assessment forms, trainings and ensure their overall coherence and their validation by HQ;
- You support and train the Project Managers/Field Teams/Partners in your field of expertise;
STRATEGY’S DEFINITION
- You analyze the rehabilitation existing resources, needs and relevant interventions within HI’s humanitarian response
- You analyses possible areas of programmatic response and the relevance of HI’s interventions in coordination with other key Health actors
- Ensuring delimitation of the emergency rehabilitation intervention
- You support the project in the definition of their objectives, activities, targets according to the context of intervention.
- You are involved in writing concept notes, Logical Framework and Proposals depending of your analysis of the needs pre-identified.
COORDINATION AND NETWORKING
- Ensure good internal coordination with operational team and other technical team members
- Ensure close collaboration with other Health and Rehabilitation actors
- Ensure HI presence in relevant external working groups, including Health working groups,
- Ensure a harmonized technical message is provided during these working groups and that HI speaks in a common voice on technical issues
- Ensure HI has updates on the need/changes in the Health/rehabilitation sector; provide relevant recommendations and action points to HI teams related to the context.
REPORTING AND OTHERS
- You propose relevant needed adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the Technical Unit Coordinator;
- You support the teams to produce regular reports on HI activities (newsletters, case studies, activity reports etc);
- You participate to the monthly situation report (SITREP) by providing relevant data related to your position;
- Ensure the quantitative and qualitative reporting through the tools and system in place
- Ensure formalization all training/workshop documents
- Ensure the capitalization work of the done
PROFILE SOUGHT
- Bachelor in Physiotherapy or Occupational Therapy
- At least 4-5 years of experiences in the field of Rehabilitation in humanitarian context
- Strong experience on acute injury management, setting-up rehabilitation point in refugee camp, prescription and provision of assistive devices
- At least 2 years of experience in providing technical support to programme
- Past experience with Handicap International is necessary
- Experience in NGO and in emergency context is necessary
- English mandatory (oral and written)
- Strong communication skills
- Strong capacity to represent the association
- Excellent writing skills
- Strong capacity to supervise, accompany, coach and manage a team
- Capacity to design and facilitate trainings and on the job coaching
- Ability to submit proposals and innovate
- Ability to work under high pressure and without constant supervision
