MISSION CONTEXT
Since August 25th, 615,000 Rohingya refugees arrived to Bangladesh. OCHA planned response to this crisis set the caseload of people in need to 1.2 M, including Rohingya (new and old arrivals) and host communities, but these figure is likely to increase as 100,000 new refugees arrived in the past ten days only.
A high proportion of the refugees in Cox’s Bazar remain in a chronic emergency situation due to long-term challenges to find a durable solution to their status in Myanmar and Bangladesh and therefore require continuous humanitarian assistance. The new influx has created even more pressure on resources and increasing humanitarian needs.
HI CAPACITY, CURRENT RESPONSE and COORDINATION
Since 2007, HI has been providing support to the Rohingya refugees and host communities in the official refugee camps, makeshift camps, and host communities in Teknaf and Ukhiya, in Cox’s Bazar district. Before August 25th crisis, HI was implementing 3 projects focusing on child protection, child development, DRR, Physical and Functional Rehabilitation, MHPSS and inclusion mainstreaming. In January 2017, HI also provided emergency response following the refugee influx in October 2016, distributing assistive devices and NFI kits to 1,850 households. With offices in Cox’s Bazar, Teknaf, and Ukhiya, HI is among the very few INGOs providing support to refugees in all three geographical categories (official refugee camps, makeshift camps, and host communities). HI also works with two local NGOs, SHED and MUKTI, and one national NGO, CDD. HI ongoing emergency response focuses on physical and functional rehabilitation, mental health and psychosocial support, protection and identification of extremely vulnerable individuals (EVI), logistic platform and basic needs HI is part of Cox’s Bazar ISCG Coordination, and regularly attends Health, Protection, Shelter/NFI, Education, WASH and Food Security sector meetings. HI is also an active member of MHPSS Working Group.
MISSION DESCRIPTION
Based in Cox Bazaar, reporting directly to and working in support of the HQ Deputy Desk Officer, with functional links to the technical adviser for the logistics platform, you are responsible for:
- Managing and monitoring platform activities
- Guaranteeing the quality of platform activities
- Defining and monitoring the platform’s strategy in the country
- External representation and coordination, with delegated authority from the Head of Mission
- Monitoring developments in the context and analysing needs for humanitarian assistance in the country
- Supervising the security of the platform’s activities, in close liaison with the mission’s security manager
- Managing the team in charge of the platform project
- Producing the platform project’s reports and capitalisation documents
PROFILE SOUGHT
Qualifications/Training:
- generalist (Political Science, Business School, etc.)
- knowledge of supply chain and/or transport management
Experience:
- 2 to 3 years’ experience of project management, preferably as a coordinator
- experience of team management, notably remote management
- experience of logistics platforms in the field of humanitarian assistance
Skills:
- English required
- very good IT and writing skills
- serious interest in new technologies, collaboration tools (Wiki, etc.)
- external representation

CONDITIONS OF EMPLOYMENT

- salary: from 2750 € gross/month depening on the experience of the candidate
- perdiem: 536 € net/month
