How can you make a difference?
Under the general supervision of Chief Field Office Cox Bazaar, and technical guidance of Chief/ C4D, the C4D in Emergency Specialist will provide leadership and technical support for the design, planning, management, coordination, monitoring and evaluation of a variety of Communication with Communities (CwC)/ Communication and Community Engagement (CCE) initiatives and activities to promote accountability and behaviour change in Cox’s Bazar for Rohingya Influx response.
Leadership & Management
Lead and support Cox Bazaar C4D on-ground team comprising national officers. Ensure appropriate, efficient and effective portfolio allocations and management. Lead and direct the engagement with sectors and partners within and outside of UNICEF at Cox Bazaar level. Provide technical oversight for timely and quality completion of tasks. Ensure timely management of resources. Lead the team in the C4D component of UNICEF’s L3 response at Cox Bazaar level, also ensuring transition to more sustainable long-term programming approaches as relevant and aligned to the overall response efforts.
Planning, Design and Management
In collaboration/consultation with UNICEF sectoral and cross-sectoral officers, relevant authorities and other UN/NGO partners, lead the planning and facilitate the implementation of context specific, people centric and evidence-based C4D in Emergencies (C4DiE)/CwC/CCE interventions following appropriate approaches, methodologies and tools. Participate in the implementation of plans of action and workplans of sectors for emergency response. Undertake field visits to project areas, to assess local conditions and monitor progress. Make technical decisions on project administration as relevant.Lead and coordinate the rapid development and dissemination of culturally relevant, context specific, timely C4DiE materials on time. Facilitate pre-test and appropriate implementation in the field.Follow up on dissemination and utilisation.
Support feedback mechanism, monitor progress and facilitate evidence based decision making
Oversee the effective functioning of community accountability mechanism for collecting community feedback and information dissemination, and support integration of two-way communications in the programmatic interventions to ensure accountability to the affected population by the service providers. Collect evidence through feedback mechanism for analysis and synthesis and share with UNICEF’s sections, relevant humanitarian coordination mechanism and other partners for required adjustment of the service delivery and other interventions.
Technical Assistance & Capacity Development
Guide capacity development initiatives, training materials and activities to build capacity and competencies in C4DiE/CwC/CCE and participatory methodologies. Provide technical support tobuild capacity of the front-line workers ofeducation, child protection, nutrition, WASH, health and sectoral partner NGOs on communication with crisis affected population, community engagement, social mobilisation, feedback mechanism, monitoring and evaluation of communication interventions.
Coordination, Collaboration and Partnership
Represent UNICEF in the CwC sub national working group and facilitate meetings as required. Support and supervise national C4D officer/s to represent UNICEF Field Office and C4D Section in relevant humanitarian coordination mechanism and among partners as necessary in Cox’s Bazar. Identify additional implementing/operational partners for C4D and establish implementing arrangements. Ensure that UNICEF C4D support is effectively provided to the stakeholders including government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitments for Children. Facilitate partnership mapping and collaborate with partners for joint activities. Maintain continuous, effective and strategic coordination, communication, consultation and liaison with key stakeholders - UN agencies, NGOs, donors and allies to integrate, invest in and improve CwC/CCE components of the response.
Proposal Development and Fund Raising
Support the development of C4DiE concept note/proposalin collaboration/consultation withUNICEF sectoral and cross-sectoral officersand support partners using the standard format.Prepare C4D inputs for appeals and updates related to emergencies. Works with program sections and senior management as relevant tomobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents (e.g., pitch documents)
Monitoring, Knowledge Management and Reporting
Supervise and support monitoring and evaluation of C4DiE/CwC/CCE interventions jointly withUNICEFcross-sectoral officers and partners NGOs fromeducation, Child Protection, nutrition, WASH, Health sectors under thejoint response plan for Rohingya population at Cox’s Bazar.In collaboration with partners, facilitate research to understand the status of presentsocio- cultural norms, behavioural adaptation and information needs of the target population. Design and facilitate implementation of relevant baseline, midline and end line studies as require.In collaboration/consultation with UNICEF sectoral and cross-sectoral officers, relevant authorities and other UN/NGO partners, prepare timely reports on C4DiE intervention. Ensure findings, best practices, experiences, lessons learned, and new methods regularly and appropriately shared with programme staff, relevant humanitarian coordination mechanism and other partners.
