JOB CONTEXT :
Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox’s Baazar; and in Kurigram. A coordination office has been set up in Cox’s Bazar town since September 2017. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 2007 Handicap International in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activitiesEmergency context and needsSince the end of August, more than 500,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh. Joining 300,000 to 500,000 Rohingyas already present in the country.Handicap International has been working in two refugee camps, makeshift shelters and host communities in the Teknaf and Ukhiya districts of Cox’s Bazar since 2007, therefore our teams are now supplying aid to the new arrivals and identifying the most vulnerable people, assessing their health, rehabilitation and accommodation needs. We are already providing psychosocial support and emergency rehabilitation services to the new arrivals. Emergency HI ResponseHowever, due to the scale of the crisis and continuous influx averaging 15,000 per day, HI is working to expand the existing response to accommodate emerging needs. In this context, HI plans to conduct the following activities:
Provision of rehabilitation services (diversified per age and gender) Provision of psychological support (first aid; specialized counseling by clinical psychologists) Distributions of NFIs (shelter kits, hygiene kits, dignity kits, protection kits) and food items Provision of psychosocial activities to deal with trauma (especially children and youth) Referrals to specialized services addressing SGBV and dealing with other protection issues (mainstreaming disability, gender and age)
DESCRIPTION OF THE POSITION
Under the management of the Area Coordinator, the Finance Coordinator is mainly in charge of :Under the management of the Area Coordinator, the Finance Coordinator is mainly in charge of :
- Ensuring application and respect of accountability and financial procedures;
- Ensuring the proper use of funds according to HI and donor guidelines;
- Centralizing the accountancy, control of budget affectations and ensure financial follow up of the mission;
- Ensuring financial support and constant communication toward concerned departments and budget holders on budget planning, cost allocation, financial monitoring, etc.;
- Supervising financial reports to the HQ finance controller (Budget follow-up, cost efficiency, etc);
- Centralizing information for building donor budgets and the Mission Financial Plan.
- Participate in the definition of yearly budgets and coverage of the mission;
- Ensuring the management of the team placed under your responsibility;
- Ensuring smooth and regular reporting on your activities towards your line manager.
PROFILE SOUGHT
- You have at least 4 years of experience as Admin and/or Finance Manager / Coordinator in the humanitarian sector overseas;

- Proven experience in coordination at country level;
- English mandatory
- Strong use of Excel
CONDITIONS OF EMPLOYMENT
- Starting date : February 2018
- Length of the contract: 3 months
- Employee Salary from 2700 € gross/month regarding the experience of the candidate
- Perdiem : 536 € net/month
- Hardship allowance : 250 € net/month

- Paid holiday : 25 days per year
- R&R : Level 3 : 5 days every 6 weeks
