About NRC

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters - NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

NRC in Bangladesh

NRC's core objective in Bangladesh is to respond to the Rohingya refugee crisis. One million refugees are expected to cross the border from Myanmar before the start of 2018. NRC will provide humanitarian assistance to the most vulnerable and hardest to reach, and include host communities to reduce the risk of inter-communal conflict. NRC plans to focus its response in three critical areas of need: Education in Emergencies, Site Management and distribution of non-food items (NFIs).

In anticipation of the Government's approval of NRC's registration application, we are seeking an Education Project Manager for Bangladesh. While waiting for the registration process to finalise, NRC will implement projects through partnerships, with ongoing capacity building activities provided by NRC as well as direct implementation once the registration is obtained.

About the position

The purpose of the Education Project Manager position is to implement delegated Education project portfolio. The Project Manager will have overall responsibility for the design and implementation of NRC’s education projects in Bangladesh. The following is a brief description of specific responsibilities:

  • Development of proposals for funding, project budgets and donor reports, and to be shared with the Program and Partnership Advisor/Area Manager/Regional Office
  • Provide technical oversight of NRC education activities in the country and ensure that project implementation complies with the donors’ agreed requirements, community expectations, global standards (including the Inter-agency Network for Education in Emergencies’
  • Minimum Standards for Education and Conflict Sensitive Education Principles)*, and NRC, government and donor policies
  • Working with the Program and Partnership Advisor to develop proposals with implementing partners;
  • Working with Consultants to develop training packages supporting implementing partners and local NGOs working in the Education Sector in Coxs Bazar
  • Developing NRCs Education Strategy for Bangladesh
  • Taking a strong role in the Education Sector, with participation in the Technical Working Group
  • Assess needs and explore opportunities for establishing education in emergencies for host communities
  • Solicit, develop, promote and share ideas for improvement, innovation and necessary changes in project approaches and activities.
  • Working with implementing partners to review project budgets; ensuring project implementation staff are adequately trained in tracking expenditure; and working with project teams to improve value for money and cost efficiency.
  • Ensure the effective, accurate and timely monitoring, supervision, evaluation and reporting of projects; providing M&E support to implementation staff
  • Liaise with donors to identify funding opportunities. Collaborate with relevant local authorities and other key stakeholders.

The more generic responsibilities of an Education Project Manager includes:

  1. Be a key actor in support of education project activities implemented with partner organizations
  2. Adherence to NRC policies, guidance and procedures
  3. Contribute to the development of Country, Area and Education strategies, initiate and participate in the development of relevant Education projects
  4. Coordinate and manage education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  5. Implement technical direction and ensure high technical quality of projects
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist displaced girls and boys, women and men.
  7. Develop and manage project budgets (in cooperation with finance) and coordinate across CCs
  8. Ensure capacity building of implementing partner staff and transfer key skills
  9. Liaise and collaborate with relevant local authorities and other key stakeholders
  10. Promote the rights of refugees in line with the advocacy strategy

Our ideal candidate

We are looking for an experienced project manager with minimum 3 years experience in coordinating and/or managing education programmes (including formal and non-formal education and education in emergencies), especially in displacement-affected humanitarian/early recovery contexts. We need someone who has worked through implementing partners before and have knowledge of refugee education policies and experience with working in a refugee situation. In addition to this will our ideal candidate have:

  • Strong coordination competencies, with a strong ability to work with partner organizations and implementing partners who have low capacity;
  • Understanding and experience of project monitoring, evaluation and reporting, with the ability to design effective M&E tools and train implementation staff in their use, and to use evidence to inform project design and management;
  • Sound interpersonal, verbal and written communication skills, with in particular the ability to write concise, accurate proposals and reports in easily understood language;
  • Commitment to participatory and inclusive methods of working;
  • Knowledge about own leadership skills/profile;
  • Fluency in English, both written and verbal.

We offer

Contract period: 3 months, with possibility of extension

Commencement: February 2018

Salary/benefits: According to NRC’s general directions, see attached Grade Structure

Duty station: Cox Bazar, Bangladesh with 25% travel in country
