Chemonics seeks a deputy chief of party for the anticipated five-year USAID - Bangladesh Shekhar Jonno Pori ("Read to Learn") activity. The primary purpose of the activity is to provide direct technical assistance to the Bangladeshi government and its sector-wide Fourth Primary Education Development Program (PEDP4), schools, and teachers to improve early grade reading outcomes. The technical assistance will include training services; provision and dissemination of goods, such as teaching and learning materials; and national and subnational assessment design and implementation. The activity will foster partnerships between schools and families to enhance opportunities for children to read outside of school and in the home. Responsibilities include:
- Work closely with and report to the chief of party to provide project leadership and technical direction
Collaborating with the chief of party and project team, ensure the smooth, effective implementation of all project activities
Support the chief of party in the areas of technical leadership and management, strategic planning, and quality assurance
Supervise technical and administrative staff, including technical leads, ensuring staff are successfully managing project activities and operations
Liaise with USAID, international and regional partners, and host-country government officials
Engage and collaborate with key members of the Ministry of Education and other affiliates involved in improving early grade reading
Qualifications:
- Advanced degree in education, international development, or a related field of study required; degree in education preferred
- Experience in a leadership position for a previous USAID project; experience in a leadership position for a reading project preferred
- Experience working in Bangladesh or South Asia preferred
- Experience managing international development programs, including education projects
- Proven expertise in primary education, reading instruction, inclusion, or innovative partnerships
- Ability to communicate strategically with a wide range of stakeholders (e.g., USAID, the Ministry of Education and its affiliates, leaders in the field of education, pedagogical instructors, school directors, and local business partners)
- Strong presentation, reporting, and intercultural skills
- Strong management skills and an ability to manage a large field office and remote staff
- Experience developing supplementary reading materials, in-service or pre-service training modules, and early grade reading or formative and learning assessments; experience capacity strengthening
- Demonstrated ability to find and develop opportunities to establish public-private partnerships
- Demonstrated leadership, versatility, and integrity
- Fluency in English required
