Bangladesh: Monitoring, Evaluation and Learning Specialist

DFID–Bangladesh (DfID-B) Strengthening Humanitarian Preparedness and Response (SHPR) programme aims to provide more effective, timely and predictable humanitarian support to refugees in Bangladesh and to vulnerable communities following disasters. It also aims to strengthen the ability of the Government of Bangladesh to effectively meet the needs of these groups and to reduce the scale of impact of disasters when they occur.

UNOPS seeks an experienced professional to develop the monitoring, evaluation, reporting and learning strategy and plan of the SHPR Programme. The ME and Learning Specialist will ensure the successful roll out and implementation of this plan so that impact and learning are effectively captured at programme and project levels. The post will oversee the SHPR M&E team who will liaise with implementing partners to ensure all results and deliverables as per project and partner grants contracts are reported in a timely manner and with high standard of quality.

Under the guidance and supervision of the Team Leader, the M&E and Learning Specialist will perform the following functions:

Monitoring and Evaluation

  • Support the design, the development and roll out a ME&R strategy for the SHPR Programme (including the START Network Programme) in close consultation with the implementing partners, and in accordance with DFID and UNOPS guidelines;
  • Contribute to the formulation a logical framework for the Programme in consultation with DFID;
  • Develop and maintain a system that collates information on all SHPR funded projects that need to feed into the M&E framework;
  • Ensure that implementing partners fulfill their ME&R obligations, including enabling the participation of beneficiaries, and that recording and reporting systems are harmonized both among implementing partners and with national systems where possible;
  • Provide oversight and support on M&E and performance issues to implementing partners collaborating with UNOPS, including Government organizations and NGOs and
  • Undertake site visits on a quarterly basis or twice yearly as a minimum.

Reporting

  • Agree the reporting cycle and reporting requirements with DFID and each implementing partner
  • Develop standard monitoring, evaluation and reporting formats for SHPR based on the logical framework and reporting requirements
  • Support the Mid Term Review, End Project Reviews and Annual Reviews and related reporting requirements; and
  • Support the preparation of quarterly and annual progress reports of SHPR to the donor and other stakeholders

Communication**

  • Select and award the Communication and Visibility Contract to a qualified third party in accordance with UNOPS Procurement Rule and Regulations;
  • Support the elaboration of a SHPR Communication and Visibility strategy and implementation plan that is in line with DFID and UNOPS guidelines;
  • Lead the development of the SHPR website with input and concurrence of DFID;
  • Finalise a SHPR Communication and Visibility Manual in consultation with DFID that would ensure compliance to the Government of U.K. Design Principles and UNOPS guidelines; and
  • Ensure that all communication material, press and digital, have been approved by DFID prior to publication.

Knowledge Management and Learning**

  • Provide technical guidance for the implementation of the M&E plan, through training and other on­site support;
  • Define process for knowledge management within the programme including recording of lessons learnt and best practices;
  • Establish mechanisms to use SHRP’s knowledge and experience, including feeding into: a) SHRP’s own programming; b) programming by other donors in the sector, and c) policy dialogue with government and the private sector.
  • Based on the monitoring and evaluation data, support the project in developing performance improvement plans; and
  • Build capacities of implementing partners in M&E through workshops based as needed.

Perform other duties as may be assigned by the Fund Manager to support the implementation and oversight of the project.
