Bangladesh: Cash Delegate

Under oversight of the Operations Manager and technical supervision of the Asia Pacific Regional Cash Preparedness Coordinator, the Cash Delegate will provide programme management support and technical expertise for cash interventions in Bangladesh. S/he will deliver technical support to BDRCS and manage the delivery of activities to achieve the operational objectives.

Specifically, the purpose of this position is:

  • To lead IFRC support to BDRCS in the effective implementation of cash-based programming.
  • To ensure that delivery of the cash components of IFRC Emergency Appeal operations is timely, accountable and of quality.
  • To provide support of a general programmatic nature to managers of IFRC Emergency Appeal operations.
  • To represent IFRC in relevant coordination forums and keep management regularly informed on field developments.

The Cash Delegate will focus support to the Floods (MDRBD020), Cyclone Mora (MDRBD019) and Population Movement (MDRBD018) Emergency Appeal operations. The role will also support any new operation that may start during the mission period. Job Duties and Responsibilities

Programme development and management

  • Contribute to programme planning, including design of appropriate interventions, targeting of geographical areas and people to be assisted by cash interventions in conjunction with BDRCS and IFRC team members.
  • Support and advise BDRCS to implement cash interventions, including putting in place robust work plans.
  • Undertake risk analysis related to the cash interventions and contribute to the development of mitigation measures.
  • Ensure that cash field activities are supported technically and operationally with all necessary resources.
  • Monitor the cash-based programming budgets as delegated by budget holders.

Programme monitoring, evaluation and reporting

  • Support BDRCS to ensure that minimum data collection, monitoring and evaluation processes are in place to measure the results and impact of programme interventions.
  • Monitor progress and quality of cash interventions of IFRC Emergency Appeal operations by undertaking regular filed visits with BDRCS counterparts and providing structured feedback in a way that can improve programme progress and impact.
  • Support BDRCS in ensuring that activities incorporate community engagement and accountability principles.
  • Contribute to the IFRC reporting processes (standard and donor reporting) as requested by budget holders.

Technical support

  • Provide general programmatic support and advice to BDRCS, including on operational issues and coordination.
  • Provide quality technical support to BDRCS in the entire cash programme cycle.
  • Guide BDRCS to ensure appropriate community participation in selection of project locations, activities and targeting criteria.
  • Support BDRCS to ensure consistent application of IFRC Minimum Standard Commitments to Gender and Diversity in Emergency Programming in cash interventions.
  • Support BDRCS in developing/updating guidelines and standard operating procedures for cash-based programming.
  • Support BDRCS response operations in other parts of Bangladesh in the event of a new disaster and crisis response operations.

Capacity enhancement, knowledge sharing and peer-to-peer support

  • Facilitate relevant training, on-the-job coaching and mentoring to enhance the capacity of BDRCS staff and volunteers.
  • Contribute to the establishment and maintenance of effective synergies between the BDRCS response operations and other BDRCS programmes, including new disaster and crisis response operations.
  • Support the capture and dissemination of best practices and lessons learned.
  • Identify and promote opportunities for peer-to-peer support between various branches of BDRCS and between BDRCS and other National Societies.

Coordination, cooperation, networking and partnership

  • Coordinate with Partner National Societies interested in supporting BDRCS cash interventions.
  • Participate in inter-agency coordination mechanisms, including Clusters and Government-led forums, and liaise with external agencies involved in cash-based programming to ensure consistency of approaches.

Organizational accountability

  • Ensure efficient and effective management of IFRC resources used in the project.
  • Ensure compliance with IFRC procedures, regulations and policies.
  • Ensure IFRC management is fully informed on any material developments which could affect the project and/or IFRC. Education

Required:

  • Basic Delegates Training Course or IMPACT, FACT, ERU, RDRT training
  • Tertiary qualification or equivalent qualifying experience

Preferred:

  • PECT trained
  • Qualification in development studies or a related area (e.g. food security, livelihoods, economics) Experience

Required:

  • Minimum of 5 years' experience in supporting humanitarian operations
  • Experience of working for Red Cross Red Crescent Movement in an international setting
  • Significant experience in implementing multi-sector humanitarian and/or development interventions utilizing cash as a methodology
  • Demonstrated technical expertise in CTP planning and implementation
  • Skills in networking with partners, other agencies and organizations
  • Good knowledge in the use of participatory tools in community planning approaches

Preferred:

  • Prior work in complex emergencies or similar contexts
  • Experience in supporting, coaching and training National Society personnel
  • Technical expertise in the use of electronic data collection and/or registration tools Knowledge, skills and languages

Required:

  • Knowledge of CTP mechanisms as well as the challenges and risks involved with CTP
  • Self-supporting in computers (Windows, spreadsheets, word processing)
  • Excellent communication and inter-personal skills
  • Valid international driving licence (manual gears)
  • Integrity and high standard of personal conduct
  • Good analytical skills and solution-oriented
  • Excellent stress management skills
  • Skills in training and developing staff
  • Demonstrated accountability
  • English is essential
  • Cultural awareness
