About the programme
The Danish Refugee Council (DRC) has been registered in Bangladesh since 2013. Late 2017, in response to the Rohingya influx, DRC launched an integrated programme of support to the government in site management, shelter/NFI and protection in the Kutupalong site for Rohingya refugees. DRC is further developing a component of longer term support to the affected Bangladeshi host community and working towards an integrated needs-based approach for targeting vulnerable populations throughout the Cox’s Bazar peninsula regardless of nationality or status, including emergency protection support to refugees living outside the main settlements. The emergency operation was established - and is for the first 6 months overall managed – by the Emergency Unit in HQ. The emergency operation/Country Program is planned to be transferred May 1 2018 to the newly established Asia Region, with direct reporting to the Regional Director.
About the Job
The CD will provide overall leadership and strategic direction of starting up a country programme in Bangladesh. Moreover the CD will take the lead within the following are:
· Lead the development of the Bangladesh programme strategy linking it to DRC’s global and regional strategies, strengthening accountability initiatives and ensuring that the financial management and organizational setup is fit for purpose for a longer term presence in country.
· Ensure compliance with DRC procedures and policies in both programs and support functions, overall people management, local regulations and local labour law.
· Represent DRC to external stakeholders and in various co-ordination forums, strengthening DRC’s position nationally, as well as leading DRC’s advocacy strategy in Bangladesh.
· Responsible for ensuring DRC adherence to Bangladeshi regulations around international NGOs and international funds, including renewal of the registration and submission of appropriate documentation for foreign donations received.
· Develop new programme initiatives in collaboration with the program team, new partnerships and actively lead the operation in Bangladesh out of the initial emergency phase and into a viable and relevant integrated programme.
· Responsible for the country strategy and budget, and to promote fundraising initiatives in order to achieve and sustain the same.
· Overall responsibility for risk management, and staff safety in DRC Bangladesh.
· Responsible for implementing the ERP (Enterprise Planning Resources) system in the country.
About you
To be successful in this role we expect the following:
· Seven years management experience, including three at senior management level in a humanitarian country programme;
· A Bachelor’s/ Masters’ degree in international relations, management, human rights, social science or related field or equivalent;
· Experienced with conflict related displacement issues and of working in a refugee situation;
· Experience with both IASC cluster system and refugee coordination model;
· Practical experience and knowledge of refugee protection and CCCM programming;
· Good communicator and proven diplomacy with all types of stakeholders;
· Proven commitment to accountable practices and knowledgeable of quality assurance systems;
· Hands on experience in managing staff in insecure/stressful locations and strong human resource management skills in general;
· Experience of managing budgets and multiple donor contracts;
· Experience in donor contact, fundraising and networking;
· Experience of humanitarian advocacy;
· Fluency in spoken and written English.

Duty Station:Cox’ Bazar (with frequent travel to Dhaka). Cox’ Bazar is non-family duty station.
