FHI 360 is currently recruiting for the position of Gender and Inclusion Specialist
for an anticipated USAID/RDMA Laos Microenterprise Development Activity that will provide support to micro- and small enterprises (MSEs) in Laos, resulting in increased economic opportunity for poor communities, especially rural populations. The expected interventions may include capacity building for enterprises or individuals; support to cooperatives and producer companies; small-scale market infrastructure; increased access to finance for MSEs; and market linkages with local and/or regional markets. These interventions will also aid development and growth of MSEs by empowering their supplier or producer base. In addition to improving incomes, it is expected that this assistance will increase food security and improve health outcomes in some of Laos’ poorest communities.
Job Summary:***
The Gender and Inclusion Specialist will ensure that project activities effectively integrate gender considerations and vulnerable groups. The specialist will support the design and implementation of project activities that support economic empowerment of women and vulnerable groups. S/he will support project management with recommendations for improving processes to achieve objectives, will contribute to the overall adaptive programming approach, and will play a key role in project work planning, learning and reporting.
Key Duties and Responsibilities:***
- Provide guidance to the Chief of Party and field staff on inclusion and gender issues across all program areas;
- Conduct gender analysis at project outset and incorporate findings in Activity work plan and baseline data for ongoing monitoring and learning purposes;
- In cooperation with the Monitoring, Evaluation and Learning Advisor, select and create custom gender-related indicators, and assist in analyzing outcomes for learning and adapting purposes;
- Develop a Gender Strategy and Integration Plan for the Activity;
- Develop and deliver training project staff and relevant stakeholders on inclusion-related issues, tools and approaches, and conduct awareness raising initiatives;
- Deliver technical assistance to stakeholders to build capacity around development of inclusive practices and policies;
- Incorporate gender and inclusion issues in all activities, including the analysis of policies and legislation and advocacy;
- Work closely with field and HQ staff, including the COP, DCOP, and technical specialists to develop and implement appropriate messaging plans; and
- Develop annual project work plans in collaboration with field staff, and contribute inputs to all donor-related reporting mechanisms.
Minimum Qualifications:***
- Minimum 6 years’ experience in gender and inclusive development programming;
- University degree in women’s studies, anthropology or international development/relations; Previous experience conducting gender related assessments and demonstrated experience developing and integrating inclusive-related content and messaging in communications, tools and training materials, and in project activities across all technical components;
- Experience in training, capacity building, advocacy and outreach;
- USAID experience preferred;
- Excellent oral and written English communication skills.
