Context:

Violence in Rakhine State, Myanmar, which began on 25 August 2017 has driven an estimated

655,500 Rohingya across the border into Cox’s Bazar, Bangladesh. The large influx of Rohingyas is placing tremendous stress on the natural resource base in and around the refugee settlements, with far-reaching impacts on biodiversity, agro-forestry, water sources and air quality. Compounded by climate change, these impacts are generating new disaster risks which threaten lives and livelihoods of both refugees and host communities in an already fragile environment and displacement setting. Further, impacts on economic activity and social cohesion are increasing as competition between refugees and host communities over scarce resources, including water, land, forests, as well as services and jobs, intensify.

While the initial phase of the response operations has focussed on delivering life-saving interventions, recent displacements have occurred on top of earlier arrivals and communities already hosting Rohingyas, as well as poverty and livelihood pressures for local populations. The scale of recent displacements has also caused substantive negative impacts to the environment and caused new disruptions to long-term, local coping strategies which will require more robust, and longer-term interventions. Required initiatives will include measures that reduce pressures on the environment, mitigate disaster risks and address deepening social and economic vulnerability for both refugees and host communities. Such measures are particularly urgent in view of the rapidly approaching cyclone and monsoon season, which is expected to cause landslides and possibly flooding, unless urgent action is taken now to address prevailing risks.

As part of scaling up its overall response capacity to the crisis, IOM Cox Bazar is recruiting a Programme Manager (Environment & Resilience) to lead the Organization’s work on environmental protection and resilience-building. Under the direct supervision of the Head of Sub-Office (HoSO), and in close coordination with the Emergency Coordinator and relevant IOM sector leads in Cox’s Bazar, and working in close complementarity with IOM’s humanitarian response efforts, the successful candidate will oversee the design, planning, management, monitoring and evaluation of activities supporting environmental protection and disaster risk reduction and management. Complementary initiatives on social cohesion, service delivery and livelihoods are also foreseen. S/he will play a key role in developing collaborative relationships with local government interlocutors and civil-society to develop programming initiatives that mitigate the impacts of the crisis on host communities and support longer-term social and economic recovery.

As affected communities begin a transition out of the crisis, the work of the Programme Manager (Environment & Resilience) will increasingly align behind the national Disaster Risk Reduction (DRR) and development priorities of the Government of Bangladesh reflecting IOM’s institutional commitment to assist Member States implement the Sendai Framework for Disaster Risk Reduction 2015-2030 and the 2030 Agenda for Sustainable Development.

Core Functions / Responsibilities:

1. Provide operational, technical and administrative oversight of IOM’s resilience and environment portfolio for Cox’s Bazar in line with the Organization’s policies, standards and operating modalities, as well as donor requirements; manage up to 20 national and international staff members and consultants and oversee the day-to-day operations of projects and activities.

2. In collaboration with the Resource Management Officer, exercise financial management responsibility for the programme area and monitor expenditures against budgetary limitations to ensure against budget overruns.

3. Evaluate programmatic opportunities and strategic needs and support project development initiatives, including on agriculture and forest-based alternative livelihoods initiatives, quick-impact projects, host community engagement and social cohesion, natural resource management, environmental awareness-raising and community-based disaster and climate risk reduction and management.

4. Contribute to interagency initiatives around access to clean energy, including support to wood fuel alternatives, such as liquid petroleum gas (LPG) or renewable energy, to reduce impacts on forests, health and livelihoods.

5. Represent IOM in the inter-agency Energy and Environment Technical Working Group; identify IOM activities and funding needs for energy and environment in the frame of joint response planning (JRP); participate in other relevant inter-agency and governmental coordination mechanisms and meetings to ensure harmonization of approaches and strategies as they relate to resilience-building and environmental protection and management.

6. Recruit and manage experts and consultant organizations to undertake socio-economic and livelihood studies, social cohesion analyses, environmental impact assessments and market research in support of market-oriented and conflict-sensitive livelihood interventions.

7. In close coordination with HoSO and Programme Support Unit (PSU), assist donor outreach and engagement, including working with IOM’s sector teams and partners on upcoming funding opportunities relevant to the thematic area.

8. Identify, evaluate and, as appropriate, establish operational partnerships with UN agencies, INGOs, government institutions and civil-society in support of IOM’s programmatic objectives.

9. Plan and oversee community outreach and engagement processes; establish criteria and mechanisms for beneficiary selection; ensure adherence with principles of conflict sensitivity and accountability to affected populations across all programme activities, taking into account the needs of both displaced people and host communities; establish and maintain community feedback mechanisms.

10. Undertake regular on-site monitoring and field travel to assess programme performance; identify and follow up on measures to remedy problems in implementation and align programming to evolving contexts, risks and opportunities; design, plan and carry out, or sub-contract, programme impact evaluations, as necessary, and in line with donor requirements.

11. Lead the integration of disaster risk reduction, environmental and climate change issues relevant to IOM’s mandate and programming in the UN Development Assistance Framework (UNDAF) for Bangladesh.

12. Stay abreast on emerging issues, priorities and programmatic initiatives on DRR, environment, energy, livelihood and resilience in the national and international context, as well as in the context of the Rohingya Refugee Response.

13. Coordinate closely with the Transition and Recovery Division in IOM HQ; provide, as necessary, data and information in support of IOM’s institutional reporting against its global DRR commitments, and the UN Plan of Action on DRR for Resilience.

14. As required, manage staff assigned to related initiatives while ensuring coordination across IOM’s multi-sector approach to local community engagement, and provide recommendations for improving IOM’s Mission capacity in the areas of DRR, environment, energy, livelihoods and resilience.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Disaster Risk Management, Environmental Engineering, Human Geography, Agricultural Science, Development Studies, Political Science, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Prior experience in programme formulation, management, implementation and evaluation of DRR, environment or other resilience-building programming in crisis and/or post-crisis settings, for example in the areas of energy services, natural resource management, disaster preparedness, environmental impact assessment, stabilization, infrastructure development, livelihoods diversification, early warning and disaster risk assessment;

• Previous experience managing project staff required;

• Experience at an international level with specialized international agencies (United Nations Agencies, International Organizations, and International Non-Government Organizations) preferred;

• Experience working with national and local governmental authorities and donors, as well as with both local and international partner institutions and civil-society organizations;

• Strong strategic analysis capacity, writing skills and organizational and planning skills;

• Prior experience in implementing conflict sensitive approaches in programming, including undertaking analyses and monitoring, is desirable;

• Computer literacy, especially database tools;

• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and

professional backgrounds;

• Proven ability to produce quality work accurately and concisely according to set deadlines;

• Practical experience of how to multi-task, prioritize and work independently.

Languages

Fluency in English is required. Working knowledge of Bangla is an advantage.
