FHI 360 is currently recruiting for the position of Deputy Chief of Party (DCOP) for an anticipated USAID/RDMA Laos Microenterprise Development Activity that will provide support to micro- and small enterprises (MSEs) in Laos, resulting in increased economic opportunity for poor communities, especially rural populations. The expected interventions may include capacity building for enterprises or individuals; support to cooperatives and producer companies; small-scale market infrastructure; increased access to finance for MSEs; and market linkages with local and/or regional markets. These interventions will also aid development and growth of MSEs by empowering their supplier or producer base. In addition to improving incomes, it is expected that this assistance will increase food security and improve health outcomes in some of Laos’ poorest communities.
Job Summary:***
The Deputy Chief of Party (DCOP) will be responsible for the overall technical oversight of the project and is responsible for project implementation in the field. The DCOP reports directly to the COP and will take a leadership role in ensuring technical implementation of high impact, proven interventions and ensure the project meets stated goals and reporting requirements.
Key Duties and Responsibilities:***
· Assume the responsibilities of the COP in the absence of the COP;
· Coordinate among USAID, key stakeholders and other implementing partners, and the relevant Government of Laos institutions and representatives;
· Take a technical leadership role in coordination with other senior team members;
· Build capacity of staff, implementing partners, government counterparts, and other stakeholders working with the project;
· Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence;
· Represent project both internally and externally to other donors, stakeholders, implementing partners and government counterparts;
· Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of service providers and financial institutions;
· Work closely with the Chief of Party, field-based staff and HQ to ensure the project is technically sound.
Minimum Qualifications:***
· Minimum 5-7 years’ experience of designing, implementation, reporting and management of evidence-based economic/livelihood projects.
· An advanced Degree in commerce, economics, finance, business management and administration or related field.
· Experience with USAID-funded projects preferred.
· Demonstrated ability to establish and maintain collaborative working relationships with USAID, host government, private sector entities, local community organizations, donors and other stakeholders.
· Demonstrated ability to think strategically, lead teams and make high-level decisions.
· Experience with USAID and/or other approaches to MSE development, access to finance, income generation, business enabling environment support, and strengthened market system and value chain linkages; knowledge of entrepreneurship support, creating employment opportunities, and enterprise finance.
· Experience leveraging private sector partnerships and resources for creation of business opportunities, business mentorship and skills training, market access, strategies to strengthen household resilience, etc.
· Excellent management, communication, and organization skills are required.
· Experience working in Laos and/or Southeast Asia region highly desired.
· Excellent oral and written English communication skills; knowledge of Laotian and/or French is preferred.
