ABOUT THE MISSION ...

SOLIDARITES INTERNATIONAL (SI) opened its mission in Bangladesh at the end of 2007, following cyclone SIDR.

SI’s intervention and strategy in Bangladesh is to address primary needs of crisis affected people in terms of food security, livelihood, disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, by making use of an integrated disaster risk reduction approach and by taking into account the effects of climate change, whilst working in parallel on mid-long term resilience strategies.

SI in 2017 is currently implementing five projects in different areas of intervention:

WASH, FSL, Shelter, DRR, Protection (Emergency programs + non emergency)

SI strategy focuses on 3 axes:

Emergency preparedness in SI's working areas and emergency response (ER) in all the country.

Integrated WASH/FSL approach with DRR as a mainstream in all current and future projects.

Local advocacy approach in Cox's Bazar and at national level to sensitize the stakeholders about protection issues and humanitarian priorities in Bangladesh.

Mission:

Today, the Bangladesh mission faces huge challenges, particularly as it has experienced a massive increase in size and operational volume in the space of a few months.

ABOUT THE JOB...

Under the direct supervision of the Field Coordinator the Protection Program Manager will lead the Protection Department and Protection activities under different projects for Teknaf base (Cox’s Bazaar district, Bangladesh).

She/he will be supporting the local teams to mainstream effectively protection in SI activities, reinforce the referral system, build the team’s capacity on protection and advocate at Cox’s Bazar as the focal point for Protection in host communities areas.

He/she will be supporting the local teams through capacity building and training on protection.

The main activities are entitled but not limited to the following ones:

  • Implement and achieve the objectives defined in the project proposals.
  • Reinforce the strategy of SI to systematically integrate protection principles across SI sectors of intervention and projects and propose concrete actions to prevent, mitigate and address protection risks linked to SI activities
  • Provide strong technical guidance to the team on Protection and related topics (identification and referral of persons at heightened risks, facilitation of group sessions, etc.)

Develop technical trainings based on the mission training needs assessment and ensure that regular mentoring and capacity-building times are organized

  • Identify protection concerns particularly related to the most vulnerable groups that have been identified (women and girls, children, people having a disability and the elderly). Pay special attention to Gender-Based Violence and Sexual Exploitation and Abuse.
  • Support at mission level the local/ national advocacy strategy regarding protection issues of the Rohingya population in Bangladesh;

Represent SI in inter-agency coordination meetings (Protection, GBV and CP), so to enable effective referrals and synergies at field level. Raise protection issues and trends coming from SI’s areas of intervention.

YOUR PROFILE

Qualification:

  • University degree in law or social sciences with experience / expertise in international law, and / or refugee law and other relevant studies.

Experience:

  • At least 3 years of relevant experience in managing protection programs or analysis protection issues.
  • Experience in supporting emergency response.

Technical skill and competence:

  • Experience in representing an organization in strategic and operational meetings
  • Team management, capacity building and training expertise;
  • Excellent analytical and writing skills.
  • Strategic planning, monitoring and evaluation.
  • Good knowledge of the different humanitarian actors and coordination, communication and representation skills.

Personal quality:

  • Able to establish and maintain effective working relations with people of different cultural backgrounds.

Language:

  • Full English proficiency;

Others:

  • Good understanding of ICT-systems and experience with MS Office applications, including Excel

Other desirable qualities:

  • Strong knowledge of cultural and political contexts in Bangladesh, especially on Rohingyas issue;
  • Cultural sensitivity and respect for diversity.
  • Self-driven with integrity, initiative and ability to think and work independently;
  • Patience, persistence, pedagogic talent;
  • Strong communication, networking and interpersonal skills;
  • Good team player

SI WILL OFFER YOU

A salaried post: according to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 500 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. Bearing in mind that an increase in salary levels is planned for April 1, 2018, which will substantially change remuneration levels.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)

[LIVING CONDITIONS : ]

Teknaf is a small town in Bangladesh counting more than 150,000 inhabitants and offering minimum services (local restaurants, local shops…) and nice beaches. No other INGOs are in Teknaf, except ACF, but it is close to Cox’s Bazar (2h/2h30 by car), where many INGOs and UN agencies are there. Cox’s Bazar is one of the touristic cities of Bangladesh and easily accessible from Dhaka (half day trip including internal flight).

Teknaf offices offers basic living conditions (no AC, limited private space) but with an excellent atmosphere. Security restrictions can be challenging. Atmosphere in the guest house is warm and positive.
