Country: ACF Bangladesh mission has expanded by over 100% over the last few months to respond the the Rohingya crisis and is expected to continue to expand further in 2018. The HR Team is enthusiastic and talented but has only just started to expand to be able to meet the increased workload. Furthermore, the resignation of the HoD in January and Deputy HoD in February, means that the team is about to lose its senior leadership. Recruitment to fill these positions is currently underway, but there is a possibility that there may be a gap before able to on-board new staff members and there will then be a period where new staff acclimatised to working for an organisation like ACF. During this period the HR team requires support from an experienced and technically proficient HR manager, who will be working closely with the DCD Operations, to start put in place HR policies and practices suited to deal with a growing staff based working on humanitarian projects**.**
ACF Bangladesh is a team of 566 staffs, with an additional 160 people being recruited and a further 400 recruitments proposed for 2018. Dhaka is relatively stable but staff movement is restricted and cars are provided for staff movement. Cox's Bazar is less stable, so humanitarian access can be limited, especially for expats.
The position: Based in Dhaka with possible field visits to Cox's Bazar, accommodated in the ACF Dhaka Guesthouse.
Under the supervision of the Country director your assignment will be to either gap-fill for the Head of Department HR or provide technical support to a new Head of Department and Deputy Head of Department HR in their first weeks in the position. In addition, the position holder will work with the DCD Operations and the HR Team to put together workplans for three key pieces of work that the ACF Bangladesh HR team needs to complete between February and July 2018 :
· Objective 1: Provide Cover as Head of Department (if needed)
· Objective 2: Provide technical support and advise to the HoD & Deputy HoD
· Objective 3: Design workplans to complete three key pieces of work
The applicant: You hold a master in management, HR or equivalent, you have at least 2 years of experience as HR manager in an INGO or private sector in expatriation. You have successful experiences as manager, are eager to work on capacity building with qualified national team and support nationalization of managerial positions. You have the capacity to implement HR technical support at distance and to formalize HR policies. You are recognized for your communication skills and ability to adapt all type of interlocutors. Fluent English mandatory.
Contract: 2 months fixed term contract under French legislation
Remuneration and benefits :
- Monthly gross salary from 1805 € to 2305 € upon experience.
- Per diem and living allowance: 515 € (cf eurocost) net, field paid.
- + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
- + Child allowance, limited to 5 children.
Transportation and accommodation:
- Coverage of transportation costs to and in the mission.
- Individual room in guesthouse covered (préciser si logement individuel)
Medical coverage: 100% coverage of medical expenses + repatriation insurance.
Leaves and RnR:
- 25 days of paid leaves per year.
- 20 RnR per year.
- 215 € at each RnR period (averagely every 3 months – préciser si mission plus favorable).
- Coverage of the transportation expenses to the RnR area of reference.
Training :
- Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
- Technical trainings at HQ or regional level (averagely 1 per year).
- Intermission Workshop once a year.
- Participation to external trainings costs upon eligibility of the request.
