JOB CONTEXT :

Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 5 sites: in Sitakunda, Chittagong; in Cox’s Bazar town, Teknaf and Ukhiya in Cox’s Bazar district; and in Kurigram.

HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 1997, Handicap International in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities. Over the years, Handicap International has gained significant experience in supporting the disability movement in the country especially by working with Disabled Peoples’ Organizations (DPOs). It has provided significant support to these organizations to become independently capable to actively and efficiently advocate for the rights of people with disabilities especially in the areas of Health, Education, Livelihoods, and Protection.

YOUR MISSION:

As Technical Unit Coordinator (TUC) you work within the framework of the programme strategy. You are part of the HI Bangladesh Senior Management Team. Together and complementarily, you provide the required support and direction to all projects and departments, and ensure the presence, coordination, representation and interaction respecting HI’s mandate. You also closely work with projects technical staff, communication department and emergency programme.

Under the line management of the Country Director, you have functional links with the Emergency Technical Unit Coordinator and Technical Advisors based in HQ or delocalized in the field. You are mandated by the Technical Resources Department of HQ to implement HI technical policies, methods and approaches at programme level. You are responsible for the technical quality of all the projects within the programme, the development of the staff technical competencies, as well as for mobilising local resources.

Your responsibilities:

· Ensure an optimal level of technical quality in the thematic areas of the programme

· Strengthen the technical competencies and knowledge management of the Bangladesh programme team

· Develop the knowledge base of HI Bangladesh programme and mobilise national, regional and/or international professional networks and resources

· Manage and reinforce the capacities of the technical unit team

· Ensure the Technical Unit links effectively with the Support Services and Programming units

YOUR PROFILE :

· You hold a degree in degree in disability studies, rehabilitation, or livelihood.

· You have a minimum of 3-year overseas experience with an international organization in development or humanitarian field in development and implementation of programmes to improve the situation of discriminated groups, including people with disabilities.

· You know to work in coordination with multiple stakeholders - Proven diplomacy and effective networking

· You show proven expertise in promoting and training on disability inclusive development

· You are experienced in leading, managing and developing a multi-disciplinary team.

· You have strong analytical and conceptual skills to think and plan strategically

· You are strong self-manager with proven ability on multi-tasking, setting priorities and reaching targets. You have capacity to work in team and autonomously

· You are flexible to travel frequently

· You have excellent English communication (spoken and written) skills, including the ability to write project proposals/ reports

CHARACTERISTICS OF THE POSITION :

This position is based in Dhaka with frequent travel (40%) to HI implementation areas across Bangladesh. Dhaka is a large and densely populated metropolis, which is rapidly expanding. The office and expatriate housing are located within the diplomatic area, in Gulshan. Public transport options are limited and not accessible for expatriates, so alternative options are provided by HI.Traffic and movement by car within Dhaka can be slow. Main health concerns are dengue fever and chikungunya fever.

Security is an issue of ongoing concern in the country. Expatriates have to strictly follow the security rules, which are periodically updated. Expatriates are currently only allowed to move by car; walking in the streets is restricted to specific areas.

CONDITIONS:

· Startingdate : As soon as possible

· Lengthof thecontract:: 2 years

· Employee status:

  • Salary from 2757€ gross/month regarding the experience of the candidate

  • Perdiem : 536€ net/month

  • Insurances : medical hearth coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : Level 2 : 5 days every 3 months

  • Status : position open to couples & families

  • Housing : individual taken in charge by HI
