Context:
IOM has introduced a Quality Management System at a global level, to be developed and implemented at the field mission level. Various elements of the quality management system will be managed by the Quality Control Officer and his/her team; and shall carry out factory audits to ensure that all vendors supplying to IOM shall comply with relevant safety and security standards, labour, environmental and other UN ethical principles.
Under the direct supervision of Chief of Mission (CoM) and in coordination with the Resources Management Officer, the successful candidate will implement and monitor adequate quality measures and activities to which goods and services procured meet IOM requirements.
Core Functions / Responsibilities:
Implement measures and strategies which are in line with the Procurement & Supply Division (PSD) and Global Emergency operational requirements, taking into consideration current quality standards and best practices.
Develop a support structure whereby field mission staff can seek guidance on mechanisms to implement quality measures for locally procured items and provide support/guidance when finalizing specifications adapted to local market equivalent.
Conduct risk assessments related to quality at field mission level and take part on the development of risk responses.
Identify quality gaps and propose ways for permanent solutions.
Perform factory visits to local suppliers for quality control checks and other relevant safety and security standards, labour, environmental and other UN ethical principles.
Monitor and guide the performance of third party quality inspections.
Assist in managing relationships and contract agreements with third party/inspection service providers.
Review reports issued by the inspection or audit service providers and vendors; ensure that corrective action is defined and follow-up on implementation and case closed-outs.
Supervise the team of quality controllers/assistants.
Liaise and exchange on best practices with quality control counterparts in other UN or humanitarian organizations.
Monitor quality feedbacks and liaise with Monitoring and Evaluations Units and other concerned departments for the continuous development and improvement of IOM goods and services.
Contribute to the development of and maintain operating procedures and other necessary guidance materials related to quality management and develop the quality management capacity of his/her team and of local staff.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Engineering, Quality Management, Logistics, Supply Management, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in supply management; specifically procurement of relief items;
• Work experience and/or professional qualifications in quality management or related fields;
• Experience in professional (P) category with international organizations is desirable;
• Familiarity with related ERP/SAP applications.
Languages
Fluency in English is required.
