NGO INTRODUCTION
Handicap International (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, its action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
HI is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

HI recently merged its Mine Action Division with its Emergency Response Division to create the Humanitarian Action Division.
MISSION CONTEXT
Laos is historically one of the first HI’s missions at the creation of the organization (1983). Mine Action projects were initiated in 1996, run by Handicap International Belgium until 2011. In January 2012, following the creation of the HI Federation, the mine action activities were taken over by the Mine Action Direction in Lyon, and are now managed at HQ level by the Humanitarian Action Division. From 1996 to 2006 HI was operating as a technical advisor of UXO Lao (national operator); field operations started in 2006.
Today, the project is based in the most heavily unexploded ordnance (UXO) contaminated province of Savannakhet, in 3 districts bordering Vietnam. The projects aim to prevent accidents caused by UXO including cluster-munitions through surveys, land clearance, roving intervention and risk education of the population; furthermore it aims to enable broader development initiatives by releasing safe lands to the communities. There is also a Victim Assistance component managed HI’s development division.

Job description

OBJECTIVES OF THE POSITION
Under the direct supervision of the Head of Mission:

  • Ensuring effective support to the UXO programme both in terms of administration and logistics.
  • Ensuring continuous coordination with Sepon in respect of the organisational procedures.
  • Ensuring good collaboration between all staff members and build the capacity of national staff in managing the Support Services.
  • Developing a financial strategy to ensure the financing of activities already in progress but only partially funded. This will be done in close collaboration with the Head of Mission.
  • Ensuring a smooth collaboration with the Development direction in Vientiane specifically on the ‘differentiation opérationnelle’ aspects.

MAIN RESPONSIBILITIES
The Support Services Coordinator is based in Vientiane with at least a one week per month field visit in Sepon and is mainly responsible for:

  • reporting directly to the Head of Mission, he/she will be part of the Senior Management Team for the decision making process of the mission.
  • ensuring the management of the programme's Support Services in accordance with Handicap International's internal framework and the regulations imposed by institutional donors, guaranteeing on-going support services for the activities developed.
  • Taking part in the drafting and implementation of the Country Business Plan (financial, administrative, HR and logistic aspects)
  • Steering and overseeing the programme's accounting & financial resources
  • Defining pay, social and training policies and oversees the implementation of HR processes
  • Ensuring support services smooth organisation management
  • Guaranteeing compliance with the programme's administrative and legal framework
  • Overseeing the programme's logistics management (general services, procurement, equipment, vehicle fleet and stocks) in compliance with internal and donor
    procedures
  • Ensuring a logistic support complying with the set up strategy of programme extension.

    Profile required.

  • University degree in relevant subject or business/management school

  • At least 5 years experience in managing finance, project, administration and logistics of humanitarian programs.

  • Previous experience in managing large teams

  • Methodological skills related to Support Services Management

  • Good analytical and conceptual skills.

  • Comprehensive understanding of capacity building issues

  • Fluency in English

  • Capacity to work under pressure

  • Good interpersonal skill (ability to listen)

  • Cross Cultural skills

  • Teaching/mentoring skills

  • Decision making ability

  • Ability to represent, liaise and negotiate at different levels

  • Good communication spoken and written skills


    Job conditions

  • Start: 2016, June, 1st

  • Duration of the mission: 7 months (renewable)

  • Salaried contract : salary according to the experience of the candidate + 457€/month of expatriate indemnity

  • Family posting for a contract of minimum 6 months (financial support on scholarship fees, perdiem, housing and transport)

  • Living conditions: guesthouse shared with other expatriates (no charges) or private house under conditions

  • Security conditions: N/A

  • Social insurance: 100% covered
