CHAI has partnered with the Government in Lao PDR since 2014, supporting the MOH across several health programs: Supply Chain Strengthening, Malaria Elimination, HIV and TB Access, and Vaccines. In 2017, CHAI is building upon these programs and relationship with the Maternal and Child Health Center (MCHC) to support the Government to accelerate efforts to address gaps in SRH services and improve health outcomes for women and adolescent girls.
The Ministry of Health (MOH) has made significant progress in increasing access to sexual and reproductive health (SRH) services in Lao PDR. However, gaps still exist. Persistent access barriers to SRH services contribute to a high maternal deaths rate and a high adolescent birth rate. CHAI is partnering with the Ministry of Health in Lao PDR to implement a broad range of activities aimed at significantly increasing access to SRH services nationally for women and adolescent girls.
The Clinton Health Access Initiative, Inc. (CHAI) seeks a highly entrepreneurial, energetic and self-motivated individual to lead CHAI's Sexual and Reproductive Health (SRH) Program with the goals to increase women's access to SRH services and reduce maternal mortality in Lao PDR.
The SRH Program Manager will lead a diverse team to support the Ministry of Health to create informed strategic plans and ensure that these plans are translated into strong operational plans at the subnational level and are implemented effectively. The Program Manager will be based in Vientiane, Lao PDR, but may be required to travel within the country up to 25% of the time.
Working together with and supported by the CHAI Lao PDR leadership team, the SRH Program Manager will be responsible for:
Program Leadership
- Lead the development and refinement of the SRH program's strategic initiatives, ensuring ongoing alignment with the MOH strategic goals and priorities
- Translate objectives provided by the government, donors, and other partner organizations into clear activity plans, and provide guidance to SRH team on prioritization of initiatives
- Lead the SRH team in Laos to meet established program objectives under MCHC's guidance, including, but not limited to: increasing SRH product access and security, increasing the utilization of data for strategic planning, and ensuring the spectrum of service delivery is strengthened in focal provinces, creating a model that can be scaled nationally
- Identify strategic areas for expansion and guide proposal development needed for future program development
Stakeholder Coordination
- Establish collaborative relationships with the MOH, partner organizations and other relevant stakeholders
- Ensure communication and alignment of activities across government and partner stakeholders efforts and across other CHAI programs in Lao PDR to ensure coordination and successful execution of the SRH program
- Collaborate with internal CHAI global and country teams to facilitate access to key information and stakeholders, provide updates, and leverage core competencies of the various CHAI teams
Donor Relationship Management
- Coordinate with donor organizations to provide progress updates, performance metrics, and other reporting requirements
- Manage the SRH program budget and liaise with appropriate CHAI internal and donor teams to meet all mandated requirements
Perform other duties that may be assigned by country leadership.
Required
- Bachelor's degree in a related field with a minimum of 6 years of work experience in a demanding and fast-paced environment
- Demonstrated experience in:
- Planning and execution of large scale projects, including strategy development, budgeting and activities planning and prioritization
- Team management, specifically mentoring and shaping diverse teams
- Thinking strategically, handling ambiguity, and problem solving in a fast-paced, limited-structure and multicultural environment
- Managing numerous work streams simultaneously in high-pressure situations
- Building and maintaining collaborative, senior-level relationships and working with multiple stakeholders
- Exposure to health care and/or health systems strengthening and/or experience working with Government bodies
- Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills, including the ability to prepare and present compelling presentations and program planning and memo documents
- Fluency in English
