Background:
Christian Aid (CA) is an International Development and Humanitarian organization working over 70 years across the world. Christian Aid insists the world can and must be swiftly changed to one where everyone can live a full life, free from poverty. We provide urgent, practical and effective assistance where need is great, tackling the effects of poverty as well as its root causes. CA has presence in South Asia since 1960 supporting local partners on addressing issues of tackling poverty and providing support during disasters.
Since violence broke out in Myanmar’s northern Rakhine state last month, an estimated 640,000 people have crossed the border into Bangladesh as of October 2, 2017. This has resulted in an increasingly chaotic, unpredictable condition and humanitarian emergency. The new arrivals brought little with them and are dependent on humanitarian assistance for food and other lifesaving basic needs. The makeshift settlements and refugee camps are expanding significantly and are scrambling for food, clean drinking water, health service, latrines, bathing space and hygiene material. The situation in the Camps while currently stable poses very high risk for environmental health with the upcoming cyclone season of particular concern.
The WASH Specialist is expected to draft and set up the Hygiene Promotion strategy and action for the Camps, particularly Jamtoli, that CAID is working in. This plan will advise CAID’s WASH action in the Rohingya Camps and help evolve the WASH interventions particularly on health and hygiene behaviour. Time permitting, the WASH Specialist will also undertake a hygiene promotion orientation for the WASH and programme team of CAID. He will have a reporting line to Emergency Response Manager, Rohingya Displacement at CAID.
Purpose of the assignment
To lead on the management of the Consortium and its Coordination Unit in close consultation with Christian Aid Management and in line with the Consortium’s strategy including managing donor and government relationships in Bangladesh and managing the Consortium’s budget and programmes in partnership with the CCU team and member agencies and representing the Consortium at national.
Key Responsibilities and Deliverables
TASK 1- Develop Hygiene Promotion Strategy for Rohingya Refugee Camps
Design and develop a medium-term hygiene promotion strategy for Rohingya refugee Camps with particular emphasis on Jamtoli Camp
Consult with WASH programme team of CAID and key WASH and health stakeholders in the Camps to develop the strategy
Engage with displaced population to understand WASH needs in particular, Hygiene and Health practices needs
Work closely with CAID community mobilisers/ Volunteers to understand hygiene and health promotion challenges
Draft the hygiene promotion strategy with particular focus on priority WASH diseases and indicate sectorial linkages with health, shelter and protection.
This will also include a M&E plan for Hygiene Promotion
This will also include a Capacity building plan for hygiene promotion actors
The strategy will also seek to link with accountability mechanisms of CAID programme
Share the draft strategy with the CAID team for shared understanding and feedback
Finalise hygiene promotion strategy community and home based and share with CAID
TASK 2- Guidelines for Roll out of Hygiene Promotion Action in the Camps
- Work with CAID WASH team to undertake/support (time permitting) a rapid hygiene promotion training/orientation for key functionaries
- Identify guidelines for rolling out priority hygiene promotion activities which can be used for brief orientation of Health and Hygiene Promotion volunteers.
Education & Experience Requirements
- University Degree in social sciences, public administration or humanitarian sector. Degree/Diploma/Certification in Public health will be an added advantage.
- Relevant experience in WASH component in Humanitarian Response including experience in developing hygiene promotion startegy
- Knowledge and experience on the application of Sphere standards, Red Cross Code of Conduct, and Humanitarian Accountability Partnership standards.
- Must have a knowledge of the local area context
- Good communication and interpersonal skills
Admin, Finance & Logistics
CAID will arrange all travel from Home base to base station at Cox’s Bazar including airport transfers.
All the field travel will be arranged by CAID based on need and as agreed by the line manager.
Lodging for the entire assignment period will be arranged and paid for by CAID. Boarding costs on site will be reimbursed on actual against bills/vouchers upto a limit of Tk. 1000 per day.
Visa and insurance cost will be covered by CAID.
CAID will arrange one phone connection with internet connectivity.
