We are looking for our delegation in Bangladesh for a
Child Protection and PSS Project Manager
Position Start Date: 21 of May 2018
Duration: 3 months, renewable if funding available
Location: Cox’s Bazar

Contractual conditions:
Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) < > 4’300 CHF (~3’700 €) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.
Context:
Following the massive displacement of more than 688,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, WASH and protection. For the protection component this includes: PSS activities in CFSs and with Mobile Teams, Case Management & Alternative Care and Capacity Building. Each component is currently managed by a different PM: PSS PM, CM PM and CB PM, but, due to the rapid expansion of the PSS component to meet the growing needs, and with the creation of an additional 10 CFSs (and subsequent mobile teams), we are looking to recruit a second PSS PM who will focus on project set up and implementation in our new areas of intervention both in the Rohingya refugee camps (6 CFSs) and host communities (4 CFSs)
Main responsibilities:
Under the supervision of the Child Protection Coordinator, and in close collaboration with the other PSS Project manager, Case Management Project Manager and the Child Protection Capacity Building Project Manager, the main purpose of the position is to implement emergency child protection projects under his/her responsibility with a specific focus on the delivery of quality PSS services to vulnerable and hard to reach children through static CFSs and mobile PSS teams.
- He/she works in complete line with the CP project strategy defined for the intervention
- He/she works in close coordination with the governmental and non-governmental agencies, with the coordination system, to develop, monitor and orientate the CP project
- He/she works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the conditions to protect children
- He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy

Fonction details:
Team Management & Human Resources Management
- Identify, recruit, train and manage programme staff;
- Participate in ensuring a positive working environment and good team dynamics (solve potential conflicts), support coordination meetings and follow the staff under his/her direct responsibility on a regular basis;
- Create conditions for a good flow of operational information (verbal exchanges, e-mails, sitreps, reports, etc.);
- Participate in the delegation coordination meetings;
- Develop his/her subordinates' self-reliance and encourage collaboration.
Project Management
- Develop, implement and monitor the Child Protection PSS Project, in accordance with multiple objectives, activities and targets outlined within current donor proposal and in line with projects’ budget;
- Ensure that activities are appropriately monitored and evaluated;
- Follow up on the Child Protection situation in Cox’s Bazar and propose adjustments of the project strategy if needed;
- Identify logistic and admin support needs related to the CP PSS Project and communicate these to the relevant log/admin support person(s);
- Forecast and follow up on expenditures related to the project;
- Participate in budget revision exercises and prepare when relevant timely purchase requests in line with the project needs;
- Prepare timely procurement plans purchase requests in line with the project needs;
- Support required actions by the administration related to protection team management and supervision;
- Identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s).
Project Strategy, reporting and planning
- Ensure donor and internal reporting;
- Feed information to the relevant Tdh colleagues;
- Participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision;
- Participate in CP and PSS assessments in its geographical zone of intervention or outside;
- Participate in the review of the strategy for Cox’s Bazar.
Coordination and representation
- Work in close collaboration and consultation with available government structures, non-government actors, cluster system;
- Coordinate with other departments (programme and support) as necessary;
- Increase Tdh visibility in terms of CP and PSS in Cox’s Bazar;
- Participate in all relevant meetings.

Abuse Prevention Policy – Child Protection Policy (CPP) – Operational Risk Management
- Undertake to ensure the best possible implementation of the Child Protection Policy (CPP) and operational risk management in his/her intervention zone and within project teams (in the case of an identified problem, contact the Head of Delegation to report it);
- Assist in the implementation of resources for promoting awareness and supervision necessary for his/her local colleagues to adhere to the Child Protection Policy (CPP) and operational risk management;
- Participate in monitoring protection cases, allegations or possible/potential violations of the Child Protection Policy under the supervision of the CP Coordinator;
- Analyse the security situation in his/her area and inform line management;
- Check that the members of staff in his area(s) are in fact following safety procedures.
Technical objectives
- Implementation of quality PSS activities in targeted area to respond to the protection needs of vulnerable children;
- Ensure the PSS component implemented is consistent with, aligned and where possible interlinked with existing CP system and adheres to the main inter-agency standard operating procedures in CPiE;
- Ensure monitoring system and tools are in place for the follow-up of all PSS activities;
- Ensure appropriate information management protocol is in place, particularly in terms of confidentiality of data;
- Conduct training on PSS and CP for field staff when necessary;
- Ensure regular communication with the other Project Managers and the Child Protection Coordinator on updates, achievements and challenges through meetings, reports and ad hoc communication upon request and needs.
Profile:
- Good project management experience in emergency and/or development programmes
- At least 2 years experience in a similar position position in the field and with refugees/IDPs
- Proven expertise/knowledge/Experience in Protection and PSS
- Good knowledge and experience in logistics, admin and finance
- Significant knowledge of international humanitarian response
- Excellent written and spoken English
- Advanced IT skills
- Excellent writing, reporting and communication skills
- Ability to work in an inter cultural environment and in insecure locations
- Flexibility and humour
- Responsive, motivated, good communicator
- Ability to work under pressure
