We are looking for our delegation in Bangladesh for a
JPO – Child Protection Case Management
Position Start Date: 14 of May 2018

Contractual conditions:
Expatriate contract under Swiss labour code 2’200 CHF (~1’900 €) < > 2’400 CHF (~2’100 €) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.
Context:
Violent events in Rakhine State of Myanmar, starting in August 2017, led to the displacement of 615’000 Rohingya men, women and children towards Cox’s Bazar district in Bangladesh. The mass and speed of the displacement created an acute humanitarian crisis. People arrived with very little belongings and all basic needs are to be met. Beyond water, sanitation, shelter, food and health, protection is an important issue to address notably when it comes to children: they potentially suffered the most from the dramatic events which happened in Myanmar and during the cross border journey to Bangladesh and they are now the most vulnerable in the refugee camps where living conditions are particularly harsh. The displaced population counts 28% of children between 5 and 17 years old (14% each per gender). There is potentially - adding the refugees already leaving in the area before the crisis (212’518) - a population of 231’700 individuals which need to be supported. In response to this humanitarian crisis, Tdh seeks to deliver integrated services and support to children in Cox Bazar through provisions of psychosocial support to refugee children, youth and adults and targeted child protection services to the most vulnerable children, including children affected by family separation.
Main responsibilities:
The CPO CM is responsible for supervising and coaching the case management team on the programming implemented with vulnerable children in need of protection, which include unaccompanied or separated children, at risk and/or exposed to violence, neglect, exploitation, early marriage, trafficking or sexual and gender based violence in refugee camps in Cox's Bazar, Bangladesh.
Additionally, the CPO CM is responsible for overseeing the quality of the case management services implemented.
Fonction details:
Support for strengthening practices process of case management system in place
- Oversee Case Management process and procedures used within Tdh.
- Ensure the CP case management system implemented by Tdh field teams is consistent with and aligned with the Bangladeshi CP system, adheres to the main inter-agency SOP and tools (CPMS, CM guidance) and follow best practice guidance.
- Provide technical support to the Case Management team including organization of fora (Case Management meetings, Case Conference, Case Closure meeting), support of Team Leaders and CM Coordinator on technical knowledge, assistance in high risk/complex cases.
- Organise Coaching and On-The-Job training for CM Coordinator and Team Leaders, based on the needs identified. Provide on-the-job mentoring and technical guidance on activities/cases to the Team Leaders.
- Support planning, organizing and delivering capacity building plan on case management & social work and ensure that the plan is revised on regular basis to include refresher trainings and workshops.
- Work closely with the Capacity Building Manager to ensure the Case Management team is receiving appropriate support regarding capacity building and training courses.
- Lead technical training courses based on the capacity building plan.
- Establish monitoring system to look after the quality of the Case Management services being implement: ensure that internal indicators are set for monitoring of the activities, assess the impact of the activities on the children and families by establishing feedback mechanism (that can involve the use of satisfactory questionnaire).
- Use the Quality Assessment Framework for Case Management from global CMTF to ensure qualitative work.
- Check the quality of the Information Management System being used and make sure it’s following the Data Protection and Information Sharing Protocol in place.
- Support roll out of CM IA tools, including CPIMS+.
Child Protection
- Promote, and ensure project activities are on line with, child protection principles.
- Ensure the project activities are integrated in the Bangladeshi child protection system and humanitarian coordination practices and guidelines.
Coordination and representation
- Work in close collaboration with humanitarian actors and governmental authorities as per need.
- Coordinates with other Tdh sectors to ensure mainstreaming, coordination and optimal implementation of activities.
- Participate in fora and meetings held coordination level (such as CMTF).
Other
- Agree to comply with Tdh Code of Conduct and ensures Child Safeguarding standards are upheld.
- Adhere to and ensure the team under her/his responsibility follows Tdh administrative and logistical regulations and procedures.
Profile:
Knowledge
- Professional diploma or University degree in social work
- At least 1 year of experience in the implementation and support of case management teams in humanitarian and / or development contexts
- Strong technical knowledge in the field of social work, child protection as well as capacity building and team coaching in multicultural contexts
- IT knowledge (Microsoft Office, Internet)
- Previous experience with Tdh or another child protection organization is desirable
- Knowledge of child protection system and social work in Bangladesh is an asset
