We are looking for our delegation in Bangladesh for a

Emergency Coordinator

Position Start Date: 1st of May 2018

Duration: 6 months

Location: Cox's Bazar - Bangladesh

Contractual conditions:

Expatriate contract under Swiss labour code 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Terre des hommes Foundation (Tdh) is the leading Swiss NGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh focuses its action on the two following areas of intervention: health and protection of particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh’s projects. The Foundation constantly aims to improve its services.

Context:

Following the massive displacement of more than 600 000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health and nutrition, WASH and protection. To date, Tdh is running a team of 15 expats and over 150 national staff.

Main responsibilities:

The Emergency Coordinator is the lead of Tdh response in Cox’s Bazar district. S/He supervises all operations, programmes and support. S/He represents Tdh in front of local authorities and

donors. S/He works in close collaboration with Tdh Dhaka Country office.

Function details:

Under the direct supervision of the Emergency Desk officer based in Lausanne (Switzerland) the Emergency Coordinator main tasks are:

Supervising the projects:

  • Supervise and launch project implementation

  • Help the various teams in negotiations with provincial/local authorities and partners (RRRC, UNO, CiC, NGOAB, DC, etc.), including FD6 and FD7;

  • Ensure global coordination and complementarity amongst projects and areas of intervention;

  • Assess activities and ensure efficient use of resources;

  • Ensure a proper financial monitoring system of the current projects

  • Liaise with the Dhaka National Office and Lausanne HQ with regards to any issue concerning the current projects and relations with authorities and donors

  • Coordinate the proposal writing, budgeting and reporting tasks of the current projects

  • Ensure Tdh visibility regarding these projects

Staff management and security

  • Ensure that work environment is adequate

  • Provide support to coordinators and staff directly under his/her responsibility in terms of HR management and follow up

  • Ensure coordination in between teams (intra programme, intra support and between support and programme) is maximal, including through regular meetings and relevant information sharing

  • Ensure staff care for all staff

  • Anaylse security situation and take appropriate measures to ensure the safety and security of all staffers

Representing Tdh:

  • Participate in official meetings to ensure maximum visibility vis-à-vis national authorities;

  • Establish and update contact details of Donors in country;

  • Participate in Donor meetings and communicate relevant information to HQ and Dhaka;

  • Participate in inter-NGO Coordination meetings and those of UN Agencies and any other relevant inter-governmental institution;

  • Ensure maximum visibility of Tdh amongst the NGO community;

  • Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.

Analysing and developing a global intervention strategy and support its implementation:

  • To analyse the national and regional context and draw up strategic guidelines for the Rohingyas emergency response

  • Ensure that Tdh is aware of funding opportunities and strategies of major stakeholders and well positioned to acquire funding

  • Lead fund-raising and negotiations with donors and develop an external donors relation strategy

  • Coordinate needs assessments and reports and draft proposals to donors, including budget;

  • Lead the implementation of Tdh response in the region

Profile:

Job requirements

  • Education: University degree in relevant field

  • Language: Excellent oral and writing skills in English. Other languages including Bengali or French a plus

Experiences and aptitudes

  • At least 5 years previous experience of seniority in an NGO at a management position in the field (expatriation) and in a similar context

  • Successful track record of developing humanitarian strategies and securing high levels of funding from institutional donors (OFDA, BPRM, DFID, ECHO, UN, etc.)

  • Extensive project management experience (management, budgeting, grants management, planning, staff development and training skills) in emergency

  • Management experience (including management of large expatriate teams) and strong team leadership qualities

  • Knowledge on Child protection a plus.

  • Ability to work well and punctually under pressure

  • A commitment to excellence, attention to detail

Child Safeguarding Policy:

  • Raising awareness within the Foundation on violence against children

  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse

  • Reducing the risk of child abuse by selectively recruiting employees and others

  • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children
