1.1 Christian Aid Bangladesh
CA is working in Bangladesh since 1972 through partners and set up an office in 1999. With dual mandate of humanitarian and development work CA has worked extensively in Bangladesh over the last 4 decades to provide humanitarian aid and empower communities to access their rights. CA has been working in CXB for the last 6 years on DRR and humanitarian response with host communities and the Rohingya population. Post August influx, CA has scaled up its operations in CXB and set up partnerships with 4 local partners in addition to direct operations in site management, WASH, Shelter and NFIs. CA has provided life-saving assistance to over 70,000 Rohingya people in the new spontaneous settlements of Jamtoli, Tangkhali and Balukhali, including supplementary food packages, tents and shelter kits, hygiene kits and emergency health services. CA is also currently the site management focal point in Jamtoli for improving the coordination between the different stakeholders, service mapping and information sharing, small scale infrastructure development and repair work, establishing accountability and complaint response mechanism and mainstreaming GBV and protection across all response.
1.2 Rohingya Crisis:
As of February 2018, 688,000 newly displaced Rohingya are taking refuge mainly in the Cox’s Bazar district in the south-east of Bangladesh. The massive influx of Rohingya into Bangladesh began on 25th of August 2017, following attacks by the Arakan Rohingya Salvation Army (ARSA) on police and border posts in northern Rakhine State, and a violent, large-scale clearance operation executed by the Myanmar Army in response. These newly arrived Rohingyas have added to the total Rohingya population which have migrated in the past years and are living in several camps in Cox’s Bazar in Bangladesh. Having fled without any possessions, most of the new arrivals are entirely dependent on humanitarian aid for survival.
The speed and scale of the influx and limitations in resources and infrastructure have put additional pressure on already overburdened basic services in the Cox’s Bazar, which are characterized by high baseline levels of poverty and environmental vulnerability. The Government of Bangladesh, UN bodies, INGOs, and NGOs are continually providing emergency shelter, food, nutrition, medical treatment services, vaccination, WASH and other basic life-saving aid. The vulnerability of the camp population is also compounded by trauma, low education and literacy rates, and poor understanding or access to health and hygiene services and practices. In addition, Rohingya women have limited mobility outside the house, due to religious and cultural beliefs, and are deprived from social interaction due to lack of specific place.
This already precarious position is compounded by the approaching monsoon season. Rohingya families and individuals reside in extremely congested shelters in areas that are highly vulnerable to flooding, landslides, and other weather-related hazards. The UNHCR family counting revealed a very high proportion of children below 18 years (55%) and a significantly higher proportion of adult females (56%) in the camp than men. There is a big proportion of potentially vulnerable people with 3% elderly over 60 years, and 16% single mothers[1]. The results show a high proportion of vulnerabilities and specific needs among the refugee population: 31% of all households were identified as having at least one member with a visible specific protection need, such as being a household headed by a single mother (16% of total households).
Both, the new arrivals and the host community need assistance to meet their basic needs. The host community in the Cox's Bazar is among the poorest in Bangladesh, highly dependent on daily labour as their main source of income. Increasing tensions, sometimes taking the form of protests, with the local community who find themselves negatively affected by the influx and resentful of relief directed toward camp populations have brought attention to the need to include the vulnerable host community members in future interventions. Environmental degradation and deforestation in the area also must be addressed.
Though a repatriation agreement was signed between the governments of Bangladesh and Myanmar on November 23, 2017, ongoing security concerns in Rakhine State mean that it is unlikely that Rohingya will be able to return safely to Myanmar shortly. It is also unlikely that the Bangladesh government will be able to ensure the needs of Rohingya over the coming years, meaning that this humanitarian crisis will require long-term support from the international community in the Rohingya camps and the host community, with more and more permanent solutions aimed at skill strengthening, self-reliance, socio-economic empowerment, and dignity.
2. Objectives of the Assignment
2.1 Formulate a comprehensive M&E framework to manage and document learning of the programme to the volume of app. 10 million GBP annually addressing core humanitarian needs of the affected population
2.2 Develop an M&E manual that enables gathering of critical information from all levels of operation of the CAID Humanitarian Response
2.3 Operationalise the M&E manual into an Management Information System (MIS) that generates periodic reports on all key indicators of the CAID Humanitarian programme
3. Scope of Work
3.1. Formulation of M&E Framework
3.1.1 Review of MEAL used in CAID
Key tasks within this would be:
- Review MEAL ToRs to assess current practices make gap analysis to identify similarities and differences in expectations of information to be captured for M &E purposes;
- Review existing tools and documents formats, MIS as well as roles and responsibilities of persons involved in data entry and analysis at each level of operation;
- Identify good practices that facilitated aggregation of key indicators across units of analysis like vulnerable groups, geography, gender, age theme, programme etc;
- Identify barriers faced by CAID and partners in using the data generated by MEAL in programme implementation; and
- Identify ways that increase ease of access and analysis of data generated by the proposed M&E framework among users.
3.1.2 Stakeholder Consultation
Key tasks within this short exercise would be:
- Identify key stakeholders for consultation who will be part of various levels of operation of the project
- Finalise methodology for collecting information from a small sample of the identified stakeholders
- Key information sought in the consultation would pertain to current practices in handling and use of data and proposed engagement with data in terms of entry, access, analysis and its use in the programme
- Map existing skills of stakeholders after reviewing pre appraisal reports for individual CSOs.
- Review of secondary sources including reporting systems of government programme.
- To determine data to be collected, sources, frequency and responsibility to be outlined in the framework.
3.1.3 M&E Matrix
- Following the review of MEAL and the stakeholder consultation exercise, develop a matrix for the CAID intervention including partners and scale up components of the humanitarian programme mentioned above
- Identify standard indicators (drawing on the ongoing and pipeline projects) that could be aggregated at programme level, for which information will be provided by stakeholders at each level of operation.
- The matrix will reflect component of programme, nature of intervention, level of operation and the periodicity at which information needs to be updated by whom.
- The matrix also needs to incorporate a section on secondary data detailing out aspects mentioned in 1.2 above.
These components will lead to formulation of the overarching M&E framework for the CAID Humanitarian programme that would be captured in the form of a document. M&E framework should capture the design outline of proposed M&E system. It should include performance questions, information needs, indicators, methods, type of reporting formats and a calendar of M&E activities.
3.2. M & E Manual
The M&E manual will be a document that captures all aspects of the matrix and gives detailed definitions/tools/methods to capture the information. This will primarily be used by the CAID Humanitarian team in Cox’s to design and operationalise the MIS, with support from the consultant agency.
The components of this manual will be:
3.2.1 Tools and Formats
- Tools and/or formats to collate all information needs identified within the M & E matrix.
- Tools needed to factor for process monitoring undertaken as partners level as well as in scale –up activities, including the capturing of qualitative data in this context.
- Guidelines/ How to Notes and instructions to partners to populate the project MIS
3.2.2 Procedures
- Develop procedures which spell out the details of data which would be entered periodically at all levels of operation of the CAID Humanitarian programme as detailed in the matrix. This is in terms of a) frequency b) responsibility c) reporting and d) plan for analysis and dissemination.
- Develop procedures for the generation of periodic reports tracking key indicators of the programme for internal use in programme and external use in communications.
- Provide guidance on digital data gathering for project monitoring and data management.
3.3.3 Pilot testing
- Test all tools and procedures for appropriateness to existing skill/ information levels
- Refine tools based on pilot experience
These components will help finalise the M&E Manual that would be used through out the programme period of the CAID Humanitarian programme.
3. Operational MIS
3.1 MS Excel format development
- Develop a excel system programme to operationalise the M&E Manual to a running MIS
- Facilitate adaptation of tools to meet MIS needs/ constraints
- Incorporate procedural checks for data entry and periodicity
Development of M&E took kit will be part of the overall assignment. The M&E consultant has to include appropriate expert or agency in the team.
3.2 Test run MIS excel sheet to identify bugs
- Test MIS for ease of use, procedural checks as well as appropriateness to existing skill levels of personnel at partners and CAID Humanitarian team and any other relevant levels
3.3 Generate reports from an operational MIS
- Test the reports generated for ease of analysis at level of CAID at Dhaka and Cox’s level.
This iterative process would help debug the MIS of any technological/operational/ skill level problems.

5. Timelines
The timeframe for full assignment is maximum 10 weeks from the start date.
6. Reporting
The agency will report to Country Director CAID on all deliverables at agreed timelines, at field level it will coordinate with CAID Emergency Response Manager. CAID Regional Emergency Manager- South Asia and performance team in HQ will have an oversight of the assignment.
7. Expertise Required
- First hand experience of developing M&E system of large scale Humanitarian response
- Sound understanding of monitoring and evaluation methodologies; global humanitarian eco-system; development of M&E manual for large humanitarian response
- Proven experience of designing/engaging/ analysing information generated by excel based system to support MIS
- Proven skills in participatory M&E system including the experience of stakeholder consultations.
- Understanding on the humanitarian sectoral issues including WASH, Shelter, FSL, protection, health etc.

Confidentiality
- The consultant will not, either during the term of this agreement or thereafter, except in the proper course of his duties, disclose any information concerning of any affairs of the assignment, which may come to his knowledge during the course of time. This restriction shall continue to apply after the termination of his agreement without limit in point of time but shall cease to apply to importation or knowledge, which may come to the public domain otherwise then because of disclosure by the Consultant. All documentation related to the Assignment (whether or not in the course of the evaluator’s duties) shall remain the sole and exclusive property of Christian Aid.
