What We Do

Medical Teams provides wholistic health care during humanitarian emergencies to all people in need around the world, regardless of religion, nationality, sex, or race. It achieves this through working within communities and with local health partners and mobilizes thousands of professional volunteers. Medical Teams operates in two contexts:

  1. Sudden onset emergencies such as hurricanes and earthquakes.
  2. Protracted emergencies such as forced displacement of people or post-conflict/disaster areas.

Medical Teams offers three types of services in these contexts:

  1. Direct Health Services (DHS) – medical care for refugees and US based mobile dental care.
  2. Health Systems Strengthening (HSS) – capacity building and strengthening the quality and delivery of services, improving logistics and providing supplies.
  3. Community System Strengthening (CSS) – empowering communities and training community health workers and volunteers, building community based demand for services.

Since October 2017, Food for the Hungry (FH) and Medical Teams International (Medical Teams) are combining their complementary expertise to assist Rohingya refugees in Bangladesh. Together they provide not just urgently-needed medical care, but also identify people living in refugee camps who need help, and train local community workers to help prevent disease outbreaks. Medical Teams looks for opportunities to provides holistic healthcare and support that addresses the physical, social, psychological or emotional and spiritual needs of the people we serve. FH and Medical Teams have partnered together in the wake of disasters for nearly two decades in places such as Afghanistan, Uganda, and South Sudan.

The purpose of this program is to reduce the morbidity and mortality of vulnerable populations including refugees, internally displaced persons, and host communities. The JRRP currently implements one Primary Health Clinic in Kutupalong camp, serving approx. 150 patients per day, plus four mobile clinics and has a network of 80 Community Health Workers in Kutupalong and Nayapara camps.

The program is currently expanding with the construction and implementation of an additional two new PHCs and two Health Posts, and upgrading of the existing PHC to include expansion of the package of essential healthcare services. These clinics and health posts are located in hard to reach areas across three zones of Kutupalong camp. The Community Health Worker (CHW) network will also be expanded with the addition of another 80 CHWs, to provide preventative health education at household level.

Position Summary: The Program Director is responsible for managing the JRRP program activities in country and establishing an organizational culture that expresses the calling and values of Medical Teams International. The Program Director will also support the mission of Medical Teams International (MTI) by leading and managing MTI registration process in Bangladesh; and providing leadership in the development and implementation of the MTI country strategy and country programs. The Program Director is to support the CoP in providing technical oversight to all current projects under the JRRP and field coordination support to the field sites. As part of the senior management team, the Program Director also plays an active role in planning, design, implementation, supervision, expansion/development and administration of the overall MTI country program in collaboration with the JRRP senior management team. The Program Director will conduct frequent visits to the various program sites to support the Medical and Field Coordinators and is responsible for ensuring achievement of the goals and objectives of the program.

Qualifications

Program Management

  • Provide leadership and oversight for the delivery of all JRRP projects, ensuring objectives are met and impact is achieved in a timely manner.
  • Supervise the program management team.
  • Lead the development of concept notes, project proposals, budgets, and donor reports.
  • In close coordination with the CoP, maintain working relationships with the Ministry of Health, the UN agencies, and relevant clusters, as well as interface with them on a regular basis.
  • Oversee all projects in country throughout all components of the project management cycle, identify needed areas for quality improvements and initiate communication between technical, operations and finance leads in country and the Medical Teams International Program Manager at Headquarters.
  • Provide technical support and oversight to all project staff and coordinators.
  • In close coordination with CoP and HQ program staff, ensure donor compliance in implementation of projects as well as donor contract requirements and reporting deadlines.
  • Guide and support curriculum development and the training program for staff and local NGO partners, if any.
  • Review all medical orders by the country operation and ensure adequate quantity and quality of pharmaceuticals in relationship with Medical Coordinator.
  • Ensure regular monitoring of humanitarian crises in Cox’s Bazaar, performing field assessments when necessary, and advise CoP of response options.
  • Ensure health programs utilize standardized protocols, policies and guidelines according to the Ministry of Health or, in the absence of such, national standards, as well as being endorsed by the World Health Organization.
  • Oversee the collection and reporting of program and health data (including objectives, indicators, and outcomes of programs) according to internal and donor requirements.
  • Ensure regular monitoring and evaluation of program implementation is in line with the implementation plan

Representation

  • Attend coordination meetings relevant to the JRRP.
  • Represent the organization at task force meetings, UN coordination meetings, INGO coordination meetings, as appropriate and in coordination with the CoP.
  • Ensure maximum visibility of the organization amongst the NGO/UN community.
  • Contribute to the creation of a positive image and overall credibility of the organization through the application of the organization’s Code of Conduct, medical ethics, and respect of medical protocols and medical code, values and stand-point with regard to internal and external actors.

Human Resources Management

  • Supervise in the selection, recruitment, and training of all program personnel.
  • Supervise, orient, monitor, and evaluate all program personnel.
  • Demonstrate effective and open lines of communication vertically and horizontally with all program personnel and throughout the JRRP operations departments.
  • Work to establish and support an organizational and team culture that expresses the calling and values of Medical Teams International.
  • Provide leadership, guidance, and support to all, including program staff and short-term international healthcare professionals who support the program.
  • Work with field coordinators, medical coordinators and Program Support Officers to address programmatic challenges.

Training & Capacity Building

  • Identify the training needs for program personnel and facilitate the participation in necessary trainings.
  • Ensure the training of senior national personnel to build capacity and increase job responsibilities.
  • Advocate and plan for the professional development of expat and national personnel.

Working Relationship

  • Maintain proactive communications with CoP, other senior management team members, and program coordinators to ensure program activities and objectives are achieved.
  • Work with CoP and operational directors to ensure the coordination of timely delivery of program supplies and expenses are within budget limits.
  • Participate in routinely scheduled calls with MTI HQ and associated department staff to advise on activities and project implementation of projects.
  • Verify that all project reports are completed, submitted, and the verification of submission shared with the headquarters Senior Program Manager.
  • Ensure project kickoff meetings are planned, organized, and held, and that all aspects of project planning and program implementation are completed in an effective and timely manner in close coordination with the program team.
  • Maintain regular contact with HQ Senior Program Manager, as well as plan and organize field visit with traveling HQ personnel.

Security

  • Collaborate with Security Focal Point and CoP in order to ensure staff and reputation of the organization are safe and secure at all times.
  • Ensure application and compliance of security protocols and policies.
  • Promote and encourage a culture of compliance and ethics throughout the JRRP. As applicable to the position, maintain a clear understanding of the JRRP values and donor compliance and ethics standards and adhere to those standards. Conduct work with the highest level of integrity. Communicate these values to staff and to partners and require them to adhere to these values.

Qualifications:

Education, Licenses, & Certifications:

Required

  • Minimum 3 years' direct field-based experience in design and management of humanitarian programs. Preferences given to those with management experience of of health and nutrition programs.
  • Valid Passport.
  • Valid Driver License.

Preferred

  • Masters in Public Health, International Development, or equivalent.

Experience:

Required

  • Minimum 3 years' direct field-based experience in design and management of humanitarian programs.
  • Previous experience as a senior manager in a humanitarian context.

Preferred

  • Preference given to those with management experience of health and nutrition projects
  • Experience as a senior manager in a fragile or conflict affected setting.
  • Monitoring and evaluation experience.

Knowledge, Skills & Abilities:

  • Commitment to Medical Teams International Calling.
  • An understanding of the emergency and development sectors, as well as humanitarian principles.
  • Ability to directly manage and supervise staff.
  • Skilled in proposal and budget development, especially for UN donors.
  • Excellent report writing and editing skills.
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs.
  • Ability to live and work in an insecure environment.
  • Deep understanding of the project management cycle.
  • Cross-cultural awareness and insight into health care issues of refugee populations.
  • Ability to exercise sound judgment and make decisions independently following consultative processes.
  • Extreme flexibility, and ability to cope with stressful situations and frustrations.
  • Ability to relate to and motivate national staff.
  • Creativity and ability to work with limited resources.
  • Highly reliable, able to consistently meet tight deadlines.
  • Team player with strong communication and interpersonal skills, both oral and written, including an ability to communicate across a broad range of nationalities and cultures.
