PSI, together with a team of international and local partners, will implement the USAID-funded Advancing UHC in Bangladesh (AUHC) project to transform the world's largest NGO network of maternal and health clinics across 64 districts in Bangladesh into a sustainable, pro-poor social enterprise, the Surjer Hashi Network (SHN), to advance the country's progress toward universal health coverage.

We are looking for a dynamic and self-motivated Systems Design Advisor who will develop, establish, and enforce quality assurance standards and measures for a suite of human-centered information technology applications and data processing services within the network. This position will apply proven analytical and problem-solving skills to help validate IT processes through careful testing in order to maximize the benefit of investments in IT and data processing initiatives.

The ideal candidate will have a passion for public health and development, possess excellent problem solving and analytical skills, and drive high-quality work independently. This position will collaborate closely with members of AUHC project leadership team as well as PSI's Global Information Systems and Quality Assurance teams. Your contribution

In this role you will lead the following key activities:

  • Analyze the existing IT platforms and assess case flow volumes to identify clinic-level needs to inform design of IT systems, identify system requirements, and develop standard operating procedures.
  • Develop systems requirements and specifications documentation, as well as appropriate vendor selection procedures that meet project procurement requirements for IT systems such as an EMR or Quality Improvement system that may be contracted to third parties.
  • Design and implement a health management information system (HMIS) to aid in standardizing data inputs, collection, organization, analytics, and storage across clinics.
  • Support the design and roll out of an EMR system to provide better continuity of care for clients to enable them to receive services from more than one network service site and that will also feed into a larger management information system.
  • Establish a network-wide quality improvement system which will likely be a tablet-based Android system with treatment protocols, diagnostic algorithms, SOPs, and monitoring feedback functions that track key performance indicators.
  • Ensure IT system design and roll out follows a human-centered approach in keeping with the overall vision of SHN, and establishes and continuously monitors milestones around system roll out.
  • Coordinate with technical staff on the project to ensure that all protocols developed meet appropriate national and international technical standards.
  • Train, coach, and mentor staff in systems roll-out tasks. Cultivate and disseminate knowledge of IT systems best practices.

What are we looking for?

  • College diploma or university degree in software engineering, computer science, or business administration and/or 8 years equivalent work experience. Master's degree in one of these fields preferred.
  • 3 years direct experience in overseeing the design, development, and implementation of quality assurance standards for software testing.
  • 2 years direct experience as a systems manager for major application integration and/or major application product release.
  • Strong knowledge of system testing metrics, best practices, and methodologies.
  • Extensive experience with core software applications database platforms.
  • Familiarity with DHIS2 management systems, DHIS2 management skills preferred.
  • Direct hands-on experience with ad hoc query programs, automated testing tools, and reporting software.
  • Extensive practical knowledge in importing data for use in report software, spreadsheets, graphs, and flow charts.
  • Proven data analysis, data verification, and problem-solving abilities.
  • Experience with statistical reporting and analysis.
  • Excellent PC skills and technically fluent in programming languages, including VB, VB Script, C# or .NET. Also proficient in writing and reviewing SQL code.
  • Good project management skills and/or substantial exposure to project-based work structures.
  • Excellent written and oral communication skills.
  • Excellent coaching, listening, presentation, and interpersonal skills.
  • Ability to communicate ideas in both technical and user-friendly language.
  • Experience working in a team-oriented, collaborative environment.
  • Knowledge of applicable data privacy practices and laws.
  • Ability to build capacity of individuals and teams at various levels within the organization.
  • A Bangladeshi national.
  • English fluency required.
  • References will be required.
