The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR, on behalf of four UN organisations - UNFPA, UNICEF, WFP and WHO - is looking for an individual International Consultant for the role of Coordinator for the UN Joint Programme on Reproductive, Maternal, Newborn and Child Health (RMNCH) from April - December 2016.

Duties and responsibilities:

The key functions of the UN Joint Programme Coordinator are to:

  1. Coordinate the preparation and consolidation of the UNJP-RMNCH annual narrative reports and assist in monitoring fund disbursement and utilization based on agreed work and financial plans in close coordination with the UNJP-RMNCH technical focal points nominated by the UN Agencies.

  2. Act as secretariat for the various UNJP-RMNCH coordination meetings and as such is responsible for the preparation of agenda, taking and finalizing minutes and ensuring that documentation is circulated in a timely manner.

  3. Gather, prepare, distribute and maintain updated files on all technical background documentation, notes and other materials in consultation with the Participating UN Organizations or as requested by the UNJP-RMNCH Heads of Agencies, UN Agencies’ Technical Focal Points and/or Steering Committee.

  4. Ensure pro-active communication and follow-up with UN Participating Agencies’ Technical Focal Points on any outstanding points related to UNJP-RMNCH planning, implementation, monitoring, reporting as per agreements in the meetings, by Heads of Agencies or request from the Government counterparts.

  5. Draft communications and other relevant documents as and when necessary under direction of the UNJP-RMNCH Heads of Agencies, UN Agencies’ Technical Focal Points and/or Steering Committee or as reflected in the UNJP Coordinator’s work plan.

  6. Consolidate UNJP-RMNCH partners’ comments on correspondences, reports and other working documents; develop appropriate report templates for the Heads of Agencies and/or Steering Committee; and prepare updates on UNJP’s work and issues for action for the different coordination mechanisms set by the UNJP-RMNCH.

  7. Maintain overall and general records on the UNJP-RMNCH as a support to the Participating UN Organizations’ own records in their respective areas of responsibilities.

  8. Maintain communication and regular meetings with the RMNCH Secretariat.

  9. Identify and document good practices and lessons learned of UNJP; help with dissemination of knowledge with MoH and provinces.

  10. Support annual assessment/review of UNJP-RMNCH performance and working arrangements.

  11. Undertake liaising, consulting and networking with appropriate and relevant agencies and partners as required by the UNJP-RMNCH.

  12. Perform other tasks as necessary and as reflected in the monthly work plans.
