Position: Relief Coordinator (RC) – Cox Bazar, Bangladesh

Base Location: Cox Bazaar, Bangladesh with frequent visits to projects sites

Reporting To: The Relief Coordinator reports directly to the Head of Relief in Headquarter Doha

Line Management Responsibilities: The RC supervises Field Office in Cox Bazaar and all the support functions staff.

Job Purpose:

The Relief Coordinator – Cox Bazar represents Qatar Charity before official authorities, UN Agencies and humanitarian organizations working on Rohingya issue in Bangladesh. He/She is responsible for managing and overseeing QC Rohingya response, operational matters, and effective implementation with a focus on ensuring day-to-day management and decision-making. This will include line management of the support functions of logistics, finance and administration and oversight of initiatives for Rohingyas.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

Program Management and Development

  1. Provide strategic leadership and expertise to QC programmes in Cox Bazar

  2. Ensure QC develops and maintains capacity to respond to emergencies

  3. Develop annual and project-specific work plans, including project implementation, M&E, procurement and spending plans;

  4. Develop project proposals as per need/demand and submission to QC Headquarter in Doha

  5. Identify and develop strategies for working with local partners, CBOs, INGOs and the UN.

Implementation and quality of the programme

  1. Ensure that projects are implemented as per project budgets, timelines, and donor compliance requirements

  2. Maintain high levels of quality and adherence to standards (QC and donors policies, procedures and procurements requirements)

  3. Ensure proper documentation of emergency response activities, including post-distribution monitoring, monthly activity/project reports, and other reporting, as required

  4. Make key decisions in relation to programme implementation and offer solutions to problems that arise during implementation

Management

  1. Ensure oversight of HR, Operations, M&E and Program Management

  2. To regularly monitor the ongoing projects and timely submission of progress reports to Headquarter Doha

  3. To look for partnership avenues with local and international humanitarian actors

  4. Create an environment in the office that is conducive to organized, efficient and respectful teamwork

  5. To provide full support for arranging field visits from Headquarter to project sites in Bangladesh

Networking, Communication and Fundraising

  1. Build relationships with donors, other INGOs, government authorities and local NGOs

  2. To ensure strong coordination with Government line departments, UN agencies and effectively represent Qatar Charity at different forums and clusters

  3. Probe available funding opportunities within the existing funding mechanisms in the UN and NGO sector

  4. Provide timely and high quality proposals and reports to donors, as well as ensuring the development and utilization of best practices

  5. Take responsibility for the timely submission of high quality donor reports and proposals

Budgetary Controls

  1. Ensure that the programmes meet QC Quality Standards and international Codes of Conduct

  2. Assist the programme team to develop, finalize and closely monitor the programme budget and its utilization by ensuring compliance

Job Requirements:

  • The successful candidate must have at least 5 years working experience with INGOs especially in emergencies, with a background of dealing with different donors

  • A Master Degree in Management/ Disaster Management/Social Science/International Development/Public Administration

  • Familiarity with the Sustainable Development Goals, humanitarian principles, SPHERE, Do No Harm, and other international standards for emergency work

  • Familiarity with the UNOCHA Online Projects System (OPS)

  • Excellent report and proposal writing skills

  • Excellent communication skill in English (writing and verbal) and local language, knowledge of Arabic language will be given priority
