Program / Department Summary

Mercy Corps seeking registration in Bangladesh and begin country operations, focusing primarily on responding to the Rohingya refugee crisis in SE Bangladesh. Programming options should include seconding staff to partner organizations, partnering with registered, active NGOs in Cox's Bazar to support refugee programming, and, eventually implementing directly once registered.

General Position Summary

The Program Manager is responsible for partner relationships, writing proposal and concept papers and ensuring that grants to Mercy Corps' partners are designed in a way that adheres to MC policies.

Duties will focus on developing partnerships, identifying opportunities for staff secondment, fundraising, and coordination and implementation of programing. This position includes overall management of daily activities and management of staff, ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results as well as engagement with senior management on the strategic direction of the country program start up and the emergency response programming.

Essential Job Responsibilities

Program Management

  • Oversee program startup and/or ongoing program management and administration of team members and partners on the ground with Activities in the Rohingya Camps and the Host Community.
  • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps' relevant program guidelines, principles, values, quality standards and strategic plan.
  • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
  • Develop program implementation strategies for each relevant sector, including partnership frameworks, beneficiary targeting and/or distribution processes.
  • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Fulfill Mercy Corps Program Management Minimum Standards based on the organization-wide guide.
  • Ensure all interventions adhere to Mercy Corps' Gender Policy, Do No Harm principles, and beneficiary accountability standards.
  • Help identify NGO's or community-based organizations (CBO's) in communities where Mercy Corps works.
  • Solicit and receive grant proposals from NGO's and/or CBO's. Review and process grant proposals according to strategies and scopes of work of the various Mercy Corps.
  • Follow-up with NGOs and CBOs to obtain or provide additional information on proposal writing and budget preparation.
  • Conduct pre-monitoring of grant applicants to evaluate financial and administrative systems, as needed.
  • Monitor all approved grants and ensure timely financial reporting is completed.
  • Consult program coordinators as needed for enhanced monitoring and evaluation exercises according to Mercy Corps' best practices and compliance requirements.
  • Development of Mercy Corps' resource tools for building capacity of local NGO's and CBO's.
  • Identify linkages between projects from different sectors and different geographic areas.
  • Prepare progress reports on sub-grantees.
  • Conduct periodic audits of sub-grantees.
  • Promote and adhere to the principles and objectives of the recovery programs and Mercy Corps.
  • Assist with overall program development and future proposals for program follow-on activity.

Team Management

  • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Assist team members with information, tools and resources to improve performance & reach objectives.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Hire, orient and lead team membersas necessary.

Finance & Compliance Management

  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
  • Ensure compliance with donor and Mercy Corps regulations related to emergency programming.

Influence & Representation

  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.
  • Demonstrate flexibility, resilience and ability to maintain positive relationships and composure.
  • Maintain high ethical standards and treat people with respect and dignity.
  • Exhibit an awareness of his/her own strengths and development needs.

Security

  • Develop and ensure compliance with security procedures and policies.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Reports Directly To: Bangladesh Team Leader / Country Representative

Works Directly With: Operations staff, Regional Program Team, Technical Support Unit, SRGE team, and additional field and headquarters-based support departments as needed.

Knowledge and Experience

  • BA/S or equivalent in relevant field required;
  • 2-5 years of field experience in international relief and development programs
  • Demonstrated success working effectively and respectfully with host country government, private sector, INGO, NGO partners and other stakeholders in complex environments.
  • Report writing; ability to make recommendations for improvement.
  • Computer (MS Office), filing, and organizational skills.
  • Good spoken and written English.
  • Willingness to travel throughout the project areas.
  • Experience with monitoring and evaluation.
  • Proven skills in financial and grants management; prior experience with emergency response grant management for both private and institutional donors desired.
  • Knowledge of SPHERE and other humanitarian programming standards.
  • Successful and proven negotiation, communication and organization skills.
  • Excellent oral and written English skills required; proficiency in Bengali preferred.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.

Success Factors
The successful Program Manager will skillfully represent programmatic priorities of the agency to government, donors and regional partners while providing effective leadership to the Mercy Corps program team in the transitional response environment. They are analytical and have strong information management skills. S/he will be capable of multitasking, rapid decision-making, have initiative, drive and a lot of energy, as well as high emotional intelligence, constructive mentoring skills and proven experience with capacity building. The Program Manager will be committed to long-term program sustainability and the delivery of high-impact activities at the community level. Successful Mercy Corps team members have a strong commitment to teamwork and accountability, thrive in evolving and challenging environments, and make effective written and verbal communication a priority. The Program Manager will have strong attention to detail, the ability to follow procedures, meet deadlines and work independently and cooperatively with team members. They will have skill in maintaining professional internal and external relationships. They must be able to maintain confidentiality of sensitive information for both the staff and the organization.

Living Conditions / Environmental Conditions

The position will be based in Cox's Bazar, Bangladesh with significant travels to the camps locations where Mercy Corps and Tdh team members are working and/or projects are implemented. This is an unaccompanied position, not eligible for hardship allowance. As we are currently under registration, this position will initially be converted to a consultancy. Housing is readily available and will be individual.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
