MISSION CONTEXT

Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh is present in 4 sites: in Sitakunda, Chittagong; in Teknaf and Ukhiya in Cox’s Bazar; and in Kurigram.

HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 2007 Handicap International in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities. Over the years, Handicap International has gained significant experiences in supporting the disability movement in the country especially by working with Disabled Peoples’ Organizations (DPOs). It has provided significant support to these organizations to become independently capable to actively and efficiently advocate for the rights of people with disabilities especially in the areas of Health, Education, Livelihoods, and Protection.

Due to the scale of the crisis in Cox’s Bazar, HI has expanded its existing response in order to accommodate emergency needs. In this context, HI is conducting the following activities through mobile units and static points to Rohingya refugees and host communities:

  • Provision of rehabilitation services
  • Provision of psychological support
  • Distributions of NFIs/shelter/hygiene kitsand food items
  • Referrals to specialized protection services (SGBV and child protection services) and dealing with other protection issues (mainstreaming disability, gender and age)

DESCRIPTION OF THE POSITION

Based in Cox' Bazar, under the responsibility of the Emergency Operations Coordinator, and with the technical support of the Technical Referent in HQ, you will be in charge of:

  • contributing, under the lead of the Emergency Coordinator, to the implementation of the intervention strategy in the basic needs sector
  • leading the needs identification and response plans in the areas of intervention
  • managing the implementation of the distribution activities, through preparedness plan with pre-positioned stocks and emergency distributions of food and non-food items, ensuring the achievement of HI’s targets and results
  • recruiting, training and managing the program teams in the basic needs sector
  • identifying, contracting, building capacities and following-up implementing partners for distribution
  • ensuring regular data collection, data analysis and indicators’ follow-up for the programs, within the framework of HI Project Monitoring & Evaluation framework
  • managing the activity budget for the programs under your responsibility
  • ensuring the respect of financial, logistical and HR procedures by the program teams
  • representing HI with local authorities, local partners and other humanitarian actors in the intervention areas, in coordination with the Emergency Coordinator

SPECIFICITIES

Cox’s Bazar is a city located in the coastal area, fishing port and one of the most visited tourist destinations in Bangladesh. There is lot fo resorts, restaurants, bars providing international drink and food as well as specific entertainement such as gym, spa, etc… Expatriates are disptached between GH (2 flats with 2 rooms and private bathroom) and hotel, provided good living conditions Travelling between the differents sites is easy : 1 hour flight Dhaka – Cox’s Bazar and from 1 to 1h30 hours by car within Cox’s Bazar district sites.

PROFILE SOUGHT

Experiences:

  • at least 1 year of professional experience in managing humanitarian / emergency projects in acute or protracted conflict / chronic crisis contexts
  • at least 1 year of experience in emergency distributions of food and/or NFIs including blanket and targeted distributions
  • experience in CBI (Cash Based Interventions)
  • experience in Voucher mechanism
  • experience in Bangladesh, or South Asia is a strong asset

Competencies & personal qualities:

  • good exposure to mobile data collection software is an asset
  • knowledge on farming (Home gardening)
  • fluency in oral and written English is compulsory
  • strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
  • very strong coordination and representation skills
  • strong team management skills
  • strong organisational skills
  • strong interpersonal and intercultural skills
  • ability to work under high pressure and in difficult conditions
  • high level of motivation and proactivity

CONDITIONS OF EMPLOYMENT

  • Starting date: 01/07/2018
  • Length of the contract: 12 months
  • Salary from 2300 €/month (gross), depending on experience
  • Perdiem: 536.14 €/month (net)
  • Hardship: 250 €/month (net)
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid leaves: 25 days per year + R&R: 5 days every 3 months
  • Status: couple status possible
  • Housing: collective housing fully covered by Handicap International
