Background
Swedish Red Cross (SRC) has supported humanitarian activities in Bangladesh since 1971 and the Bangladesh Red Crescent Society (BDRCS) is one of SRC’s prioritized long-term partners globally.
Since January 2017, SRC, through the International Federation of Red Cross and Red Crescent Societies (IFRC), has been supporting BDRCS in responding to the needs of people moving from Rakhine State, Myanmar into Cox’s Bazar, Bangladesh. As the initial Population Movement Operations (PMO) Emergency Appeal took shape, on 25 August 2017, a new and massive influx started as hundreds of thousands moved from northern Rakhine into Bangladesh. Since 25 August, an estimated 688,000 persons arrived, most of them women and children. According to the Inter Sector Coordination Group (ISCG), the latest influx resulted to around 868,145 persons including registered individuals with refugee status, older undocumented individuals, new undocumented arrivals, and newer arrivals who started crossing last August 2017. Most of them are concentrated in Cox’s Bazar District, spread across a variety of settlements: registered refugee camps, makeshift settlements, spontaneous settlements and with the host community.
In response to the massive upsurge in humanitarian needs, IFRC deployed various components of its Global Response Tools, with specialists and units covering a wide range of sectors. The scale of needs has since increased exponentially and by October 2017, IFRC categorized the situation as ‘Red’ level crisis. The operation aims to meet the humanitarian needs of 200,000 persons through timely and effective emergency relief alongside medium and longer-term interventions to support the safety, dignity and resilience of the affected population including the displaced and host communities.
SRC has been one of the main Partner National Societies supporting the BDRCS PMO through significant contributions to the appeal, deployment of Emergency Response Units (ERUs) on WASH, and deployment of delegates to provide support on Protection, Gender and Inclusion (PGI), Community Engagement and Accountability (CEA), Health, and Green Response.
SRC recognizes the importance to continue addressing immediate and medium-term humanitarian needs of the affected population. For 2018, SRC aims to support the BDRCS PMO in Cox’s Bazar through the Complex Emergency Project. The project will be implemented in line with the BDRCS One Window Framework and Plan of Action.
Purpose of this position
The WASH Delegate is responsible for leading and coordinating the implementation of the WASH component of the project. He/She will work with other technical delegates within this project. He/She will also work in collaboration and coordination with the IFRC WASH Coordinator and with the overall RCRC Movement partners as necessary.
Duties and Responsibilities
- Ensure that activities are implemented in accordance with project objectives, work plan and budget.
- Support planning and provide technical expertise on project activities, making sure that activities are properly integrated and coordinated with the other components of the project.
- Ensure that activities are designed and implemented according to international and BDRCS recognized standards and policies.
- Undertake regular field work to provide technical expertise and quality assurance on project implementation together with the project staff and volunteers.
- Provide technical expertise on capacity building of project staff and volunteers.
- Support to develop and implement the project monitoring and evaluation plan, and timely submission of reports and other document requirements.
- Provide feedback on project implementation modality, assist in achieving maximum efficiency in project delivery, and inform the development/update of SRC strategy in Cox’s Bazar.
- Maintain regular operational and technical coordination with SRC.
- Perform other related duties as may be assigned by the line manager.
Qualifications
- University Degree in engineering, WASH, Public Health or equivalent professional experience.
- Minimum 5 years of WASH field experience in emergency contexts, preferably in protracted crisis similar to the context in Cox’s Bazar.
- Experience in development and/or humanitarian project management with a focus on WASH.
- Demonstrated professional credibility in the sector and experience working in a multi-cultural, multi-disciplinary, and multi-lingual environment.
- Experience in Management and supervisory experience in a multicultural environment in developing countries and/or with an international organization.
- Experience in facilitation of trainings and workshops related to WASH.
- Fluent spoken and written English is required.
- Preferably with strong understanding of the Red Cross Red Crescent Movement, willingness to actively promote Red Cross fundamental principles and commitment to assist vulnerable communities and work in the humanitarian and development context.
- Preferably with previous work experience in Asia and particularly in Bangladesh.
- Fluent spoken and written Swedish will be an asset.
