Context:

Site Development is an operational component of the Site Management & Site Development Programme in Cox’s Bazar, Bangladesh. The unit is integral to the Rohingya Refugee Response implemented by the International Organization for Migration (IOM) with funding from various international donors. Site Development activities include site planning, and various types of site rehabilitation works, including drainage, pedestrian access, earth stabilisation and installation of solar street lighting throughout the camps and ‘out of camp’ sites in Cox’s Bazar District, Bangladesh.

Under the overall supervision of the Emergency Coordinator and direct supervision of the Site Management and Site Development Programme Manager the successful candidate will manage and ensure the implementation of the Site Development programme, including but not limited to operational management of small-medium complexity site development works.

Core Functions / Responsibilities:

  1. Develop, implement and manage administrative and operational activities of approved site development works in Cox’s Bazar District.

  2. Work closely with the Infrastructure Coordinator to manage resources, work flows and ensure no gaps, nor duplication to facilitate and coordinate execution of all site development works and infrastructure projects in a timely manner.

  3. Secure approvals for site development works in camp and ‘out of camp’ in close coordination with the Site Management Area Coordinator(s) and Infrastructure Coordinator.

  4. Monitor, supervise and oversee the Site Planners and Site Development Operation Officers responsible for the execution of site development works in Cox’s Bazar District.

  5. Ensure the application of IOM Site Management and Site Development Programme strategy, standard operating procedures and policies while liaising with sector / partner organizations and governmental authorities to synergize existing activities.

  6. Monitor and advise IOM implementing partners to execute site development works, provide a framework for technical support and substantively contribute to building their capacity.

  7. Ensure that activities aimed at preventing and mitigating gender based violence (GBV) in camp-like settings are mainstreamed in Site Development activities in line with agreed upon Inter-Agency Standing Committee (IASC standards), Cluster Camp Coordination and Camp Management (CCCM) Gender Minimum Commitments and overall operational guidelines defined by the Site Management Sector and GBV (Area of Responsibility (AoR) working group in country.

  8. Participate in relevant sector coordination processes and guide and advise CCCM Programme Manager in liaising appropriately with the Refugee Relief and Repatriation Commission (RRRC) of the Government of Bangladesh, local government and army representatives as well as donors.

  9. Prepare or ensure timely preparation and submission of all programme reports according to IOM and donor formats as required. Prepare regular updates, programme summaries, press releases and other relevant materials.

  10. Provide financial, administrative and logistical management as well as backstopping to staff in Site Development; identify, train and supervise them in accordance with IOM’s procedures and regulations.

  11. In coordination with relevant stakeholders and when needed, develop relevant assessments for the identification of proper lands to set up the appropriate camps, that include land access and ownership, water and natural resources, environmental concerns, safety and security, as well as cultural and social consideration, labour market etc. to cover the current and future needs of the displaced population, involving host communities.

  12. In coordination with the relevant stakeholders and host communities, Site Management Area Coordinator and the Infrastructure Coordinator, identify the service and concrete infrastructure needs that may benefit local communities well after the displaced population has returned home. Considerations have to be taken in relation to persons with specific needs and groups at risk.

  13. Ensure Site Development Operation Officers and Site Planners work closely with government and local authorities, leaders, individuals and groups to identify and implement selected community development projects.

  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Civil Engineering, Architecture, Urban Planning, Construction Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above field with seven years of relevant professional experience.

Experience

• AutoCAD proficiency is required;

• Experience with imaging and layout software is a plus;

• Experience with GIS and GIS programs is a plus;

• Ability to supervise, direct, coach and mentor staff is required;

• Effectively manages and directly implements quality and compliance control on engineering and construction-related activities.

Languages

Fluency in English is required.

Other:

Internationally recruited professional staff are required to be mobile.
