JOB CONTEXT :
Laos is historically one of the first HI’s missions at the creation of the organization (1983). Mine Action projects were initiated in 1996.
Commencing January 2018, the Unexploded Ordnance (UXO) Programme is established in Houaphan Province. The programme aims to reduce the humanitarian and socio-economic risk posed by UXO on rural livelihood in Houaphan Province, Lao PDR, through a comprehensive approach of Survey and UXO Clearance, Risk Education, Behavioural Change Interventions and Victim assistance.
In addition to this UXO project in Houaphan Province, HI will complement this project with additional activities (Comprehensive Approach of Mine Action Project) funded by the Government of Norway to increase the knowledge on needs, barriers and good practices for UXO survivors, other persons with disabilities and indirect victims by improving quantity and quality of available data to feed appropriate policy interventions and further mine action interventions.
The Comprehensive Approach of Mine Action (CAMA) was initially imagined in Lao PDR in 2014 and those efforts to seek a better impact by improving exchanges of information, operational synergies and coordination must be pursued.
YOUR MISSION:
Under the responsibility of the Humanitarian Mine Action Coordinator, the Mine Action Project Officer will be responsible for:
supporting the implementation of the CAMA Project activities
supporting the elaboration of the CAMA approach of the Lao program
His main activities will be:
Contribution to the redaction of policies and reports
Participation to the implementation of project activities
Data management
Facilitation of coordination among stakeholders and sharing of information
Project follow-up
Development of tools and framework to support the development of CAMA approach
Communication and promotion of this approach
YOUR PROFILE :
You hold a degree in social sciences, political sciences, management or other discipline related to the profile
You have a first experience in project development and implementation within NGOs; you demonstrate knowledge of projects monitoring and evaluation
Knowledge of Humanitarian Mine Action sector is an asset
Excellent English speaking and writing skills
Good information management and communication skills
CHARACTERISTICS OF THE POSITION :
Vientiane, the capital city of Lao PDR, is a safe and peaceful city to work and live. International staffs based in Vientiane enjoy lots of opportunities for leisure activities, to socialise and meet other expatriates.
Sam Neua, and Houamouang district in Houaphan Province, is the operational base from which the UXO project will be implemented from January 2018. The CAMA Facilitator will be required to travel to Houaphan frequently to assist to trainings, workshops and observe the UXO activities. It is a 12-hour drive North of Vientiane. There are some flights also which may be possible to take weather and schedule permitting.

Volunteer:
Volunteering allowances : 1000€ (net)
Perdiem allowances : 561€ (net)
Insurances: health coverage, planning, repatriation, retirement (if senior volunteer).
Paid holiday : 25 days per year
R&R : Level 1 : 1 day per month
Status : position open to couples
